April 21, 2008 (Regular Meeting) <br />Page 797 <br />Kassie Watts, Planner, presented the following information related to a <br />Reservation of Capacity Certificate for the Alexander Estates Subdivision: <br />Mr. Brian Huntley, (10931 Williams Road, Charlotte, NC 28227) <br />requests a reservation of capacity for Alexander Estates <br />Subdivision, which consists of 19 single-family residential lots <br />on +/- 59.35 acres located north of the intersection of Lower <br />Rocky River Road and Morrison Road in unincorporated Cabarrus <br />County. <br />School Capacity Review <br />Alexander Estates subdivision will produce 11 students. The <br />schools impacted by the subdivision are Bethel Elementary School, <br />C.C. Griffin Middle School and Hickory Ridge High School. <br />The County's Capital Improvements Plan (CIP) includes <br />construction of an A.T. Allen Elementary replacement in 2009 and <br />the construction of two new elementary schools to be occupied in <br />2010. One to be located southeast of Rocky River Elementary on <br />the Grace site, the other located south of Harrisburg. These <br />schools would relieve A.T. Allen, Bethel, Harrisburg, and Rocky <br />River Elementary Schools. <br />The CIP also includes construction of a new middle school in 2010 <br />south of Harrisburg that would relieve C.C. Griffin Middle <br />School, Mt. Pleasant Middle School and J.N. Griffin Middle School -803 196 196 <br />Hickory Ridge High School 403 903 403 <br />This table assumes that no redistricting occurs either before or <br />after the new schools planned or under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist <br />currently, nor does it exist for this subdivision at the two year <br />level. School capacity is also inadequate for this subdivision <br />at the five year review level. (Note that according to Section <br />15-11, Number 5 of the APFO, future available capacity must be <br />"...greater than or equal to the projected enrollment that will be <br />produced by the proposed development for all school types," not <br />just one or two). <br />Recommendation <br />Based on the direction of the Board of Commissioners, until <br />changes are implemented in the ordinance, staff proposes the <br />following: <br />1. The project is subject to the following phasing schedule: <br />In calendar year 2008, no more than 9 single-family <br />residential lots platted; <br />In calendar year 2009, no more than 5 single-family <br />residential lots platted; <br />In calendar year 2010, no more than 5 single-family <br />residential lots platted; <br />In calendar year 2011, no more than 5 single-family <br />residential lots platted. <br />2. Mitigation of the pro-rata share of the cost of planned <br />capacity, which equals $5,617.00 per single-family <br />residential unit, payable prior to final platting. <br />After a brief discussion, Commissioner Carruth MOVED to approve the <br />Reservation of Capacity Certificate for the Alexander Estates Subdivision and <br />to authorize the Cabarrus County Commerce Director to execute the Certificate <br />on behalf of the County. Commissioner Mynatt seconded the motion. <br />
