April 21, 2008 (Regular Meeting)
Page 797
Kassie Watts, Planner, presented the following information related to a
Reservation of Capacity Certificate for the Alexander Estates Subdivision:
Mr. Brian Huntley, (10931 Williams Road, Charlotte, NC 28227)
requests a reservation of capacity for Alexander Estates
Subdivision, which consists of 19 single-family residential lots
on +/- 59.35 acres located north of the intersection of Lower
Rocky River Road and Morrison Road in unincorporated Cabarrus
County.
School Capacity Review
Alexander Estates subdivision will produce 11 students. The
schools impacted by the subdivision are Bethel Elementary School,
C.C. Griffin Middle School and Hickory Ridge High School.
The County's Capital Improvements Plan (CIP) includes
construction of an A.T. Allen Elementary replacement in 2009 and
the construction of two new elementary schools to be occupied in
2010. One to be located southeast of Rocky River Elementary on
the Grace site, the other located south of Harrisburg. These
schools would relieve A.T. Allen, Bethel, Harrisburg, and Rocky
River Elementary Schools.
The CIP also includes construction of a new middle school in 2010
south of Harrisburg that would relieve C.C. Griffin Middle
School, Mt. Pleasant Middle School and J.N. Fries Middle School.
The following table indicates the available school capacity,
based on current conditions and the CIP:

School Current
Available
Capacity Planned
Capacity
2 Yrs Planned
Capacity
5 Yrs
Bethel Elementary School -539 -312 -312
C.C. Griffin Middle School -803 196 196
Hickory Ridge High School 403 903 403
This table assumes that no redistricting occurs either before or
after the new schools planned or under construction are opened.
Adequacy Determination
As illustrated above, adequate school capacity does not exist
currently, nor does it exist for this subdivision at the two year
level. School capacity is also inadequate for this subdivision
at the five year review level. (Note that according to Section
15-11, Number 5 of the APFO, future available capacity must be
"...greater than or equal to the projected enrollment that will be
produced by the proposed development for all school types," not
just one or two).
Recommendation
Based on the direction of the Board of Commissioners, until
changes are implemented in the ordinance, staff proposes the
following:
1. The project is subject to the following phasing schedule:
In calendar year 2008, no more than 9 single-family
residential lots platted;
In calendar year 2009, no more than 5 single-family
residential lots platted;
In calendar year 2010, no more than 5 single-family
residential lots platted;
In calendar year 2011, no more than 5 single-family
residential lots platted.
2. Mitigation of the pro-rata share of the cost of planned
capacity, which equals $5,617.00 per single-family
residential unit, payable prior to final platting.
After a brief discussion, Commissioner Carruth MOVED to approve the
Reservation of Capacity Certificate for the Alexander Estates Subdivision and
to authorize the Cabarrus County Commerce Director to execute the Certificate
on behalf of the County. Commissioner Mynatt seconded the motion.
