Fries Middle School. <br />The CIP also includes a 175-seat addition to Northwest Cabarrus <br />Middle School. <br />The following table indicates the available school capacity, <br />based on current conditions and the CIP: <br /> <br /> <br />School Current <br />Available <br />Capacity Planned <br />Capacity <br />2 Yrs Planned <br />Capacity <br />5 Yrs <br />Winecoff Elementary School -91 -91 -91 <br />Northwest Cabarrus Middle School -77 195 339 <br />Northwest Cabarrus High School -697 685 665 <br />This table assumes that no redistricting occurs either before or <br />after the new schools planned or under construction are opened. <br />Adequacy Determination <br />As illustrated above, adequate school capacity does not exist <br />currently, nor does it exist £or this subdivision at the two year <br />level. School capacity is also inadequate for this subdivision <br />at the five year review level. (Note that according to Section <br />15-11, Number 5 of the APFO, future available capacity must be <br />"...greater than or equal to the projected enrollment that will be <br />produced by the proposed development for all school types," not <br />just one or two). <br />Recommendation <br />Based on the direction of the Board of Commissioners, until <br />changes are implemented in the ordinance, staff proposes the <br />following: <br />1. The project is subject to the following phasing <br />schedule: <br />In calendar year 2008, no more than B multi-family <br />apartment permits issued; <br />In calendar year 2009, no more than 6 multi-family <br />apartment permits issued. <br />2. Mitigation of the pro-rata share of the cost of planned <br />capacity, which equals $4,153.00 per multi-family <br />residential apartment unit, payable prior to the <br />issuance of building permitting. <br />Carlos Moore, architect for Meadow Creek Apartments, responded to <br />questions from the Board related to the site plan that he submitted earlier <br />in the meeting. <br />Commissioner Mynatt MOVED to approve the Reservation of Capacity <br />Certificate for the Meadow Creek Apartment project with 19 multi-family <br />residential apartment units plus the office to be built in 2008, six <br />occupancy permits held until 2009 and mitigation of the pro-rata share of the <br />cost of planned capacity, which equals $9,153.00 per multi-family residential <br />apartment unit, payable prior to the issuance of building permitting. She <br />further MOVED to authorize the Cabarrus County Commerce Director to execute <br />the Certificate on behalf of Cabarrus County. Commissioner Carruth seconded <br />the motion. <br />Commissioner Privette pointed out that Winecoff Elementary School will <br />still be over capacity at the five-year level. <br />The MOTION carried with Chairman White, Vice Chairman Juba and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />(G-6) Reservation of Capaaity Certificate - Park Creek Subdivision Pro'eat <br />Kassie Watts, Planner, presented the following information related to a <br />Reservation of Capacity Certificate for the Park Creek Subdivision Project: <br />Park Creek, LLC, (195 Ervin Woods Drive, Kannapolis, NC 28061) is <br />requesting a reservation of capacity for Park Creek Subdivision, <br />which consists of 95 single-family residential lots on +/- 98 <br />
