April 21, 2008 (Regular Meeting) <br />Page 804 <br />acres located off Fox Tail Lane in unincorporated Cabarrus <br />County. <br />School Capacity Review <br />Park Creek subdivision will produce 26 students. The schools <br />impacted by the subdivision are Charles E. Boger Elementary <br />School, Northwest Cabarrus Middle School and Northwest Cabarrus <br />High School. <br />The County's Capital Improvements Plan (CIP) includes a 200 seat <br />addition at Charles E. Boger Elementary in 2010. <br />The CIP also includes construction of a new middle school in 2010 <br />in the south central part of the County that would relieve <br />Northwest Cabarrus Middle School, Harris Road Middle School & J. <br />N. Fries Middle School. The CIP also includes a 175 seat addition <br />to Northwest Middle School in 2012. <br />Cox Mill High School, which is under construction, is projected <br />to open in 2010 in the western part of Cabarrus County. This <br />school will relieve Northwest Cabarrus and Jay M. (Note that <br />according to Section 15-11, Number 9, of the APFO, "...future <br />available capacity must be "...equal to or greater than the <br />projected enrollment that will be produced by the proposed <br />development for all school types," not just one or two.) <br />Phasing Schedule <br />The applicant is proposing the following phasing schedule for the <br />new development: <br />In 2008, no single-family residential lots platted; <br />In 2009, no more than 20 single-family residential lots <br />platted; <br />In 2010, no more than 20 single-family residential lots <br />platted; <br />In 2011, no more than 5 single-family residential lots <br />platted. <br />The applicant is proposing that these lots be combined with the <br />existing Park Creek Project to create the following schedule for <br />the overall Park Creek Project: <br />In 2008, no more than 35 single-family residential lots <br />platted; <br />In 2009, no more than 35 single-family residential lots <br />platted; <br />In 2010, no more than 35 single-family residential lots <br />platted; <br />In 2011, no more than 35 single-family residential lots <br />platted; <br />In 2012, no more than 8 single-family residential lots <br />platted. <br />A letter from the applicant's agent is attached for your <br />reference. <br />
