April 21, 2008 (Regular Meeting) <br />Page 808 <br />Whereas, proper care of our pets; to include ensuring their timely <br />vaccinations and having them spayed and neutered make them a better pet, and <br />helps to control the overall population of stray dogs and feral cats, <br />Whereas, animal cruelty is hidden crime in our country, where pets and <br />animals are abused, either by irresponsible pet owners, those with mental or <br />emotional issues, or those just looking to have "fun", <br />Be it therefore resolved that the <br />Commissioners declare the month of May 2008 as <br />Pets Month" in Cabarrus County, and urge our <br />activities coordinated by the county Animal <br />Advisory Committee. These activities will be <br />themes for each week of the month of May: <br />Cabarrus County Board of <br />the first annual "Love our <br />citizens to participate in <br />Protection & Preservation <br />organized around different <br />May 5-11 - Spay/Neuter Your Pet Week <br />May 12-18 - Rabies & Vaccinations Emphasis Week <br />May 19-25 - Service Doq Appreciation Week <br />May 26-31 - Anti-Cruelty Prevention Week <br />Adopted this the 215L day of April, 2008. <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />ATTEST: <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />UPON MOTION of~Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the aforementioned proclamation. <br />(H) APPOINTMENTS <br />(H-1) Department of Aging Advisory Board <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Robin G. Swaringen, Jr. to the <br />Department of Aging Advisory Board to complete an unexpired term ending <br />December 31, 2009. By the same vote, the Board also removed Mr. Swaringer <br />from the Home and Community Care Block Grant Committee (HCCBGC). <br />(H-2) Concord Kannapolis Area Transit Commission <br />The Concord Kannapolis Area Transit Commission's (CKCT) agreement <br />provides for the Commission to appoint or provides for the appointment of a <br />non-voting member representative of other jurisdictions that belong to the <br />MPO to ensure urban area representation. Carolyn Carpenter was serving in <br />this role. Cabarrus County can recommend the appointment of another <br />representative. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Randy Bass, Transportation <br />Director, to the Concord Kannapolis Area Transit Commission (CKTC) as a non- <br />voting member representative. <br />(H-3) Nursing Home Community Advisory Committee <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board removed Richard Eudy from the Nursing Home <br />Community Advisory Committee due to a change in his residency. <br />(H-4) Park Commission <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board appointed Clara Swallows to the Parks <br />Commission as an "At-Large" member for a three-year term ending January 31, <br />2011. <br />(I) REPORTS <br />None. <br />(J) GENERAL COMMENTS HY BOARD MEMBERS <br />
