April 21, 2008 (Regular Meeting) Page 808 Whereas, proper care of our pets; to include ensuring their timely vaccinations and having them spayed and neutered make them a better pet, and helps to control the overall population of stray dogs and feral cats, Whereas, animal cruelty is hidden crime in our country, where pets and animals are abused, either by irresponsible pet owners, those with mental or emotional issues, or those just looking to have "fun", Be it therefore resolved that the Commissioners declare the month of May 2008 as Pets Month" in Cabarrus County, and urge our activities coordinated by the county Animal Advisory Committee. These activities will be themes for each week of the month of May: Cabarrus County Board of the first annual "Love our citizens to participate in Protection & Preservation organized around different May 5-11 - Spay/Neuter Your Pet Week May 12-18 - Rabies & Vaccinations Emphasis Week May 19-25 - Service Doq Appreciation Week May 26-31 - Anti-Cruelty Prevention Week Adopted this the 215L day of April, 2008. /s/ H. (H) APPOINTMENTS (H-1) Department of Aging Advisory Board UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board appointed Robin G. Swaringen, Jr. to the Department of Aging Advisory Board to complete an unexpired term ending December 31, 2009. By the same vote, the Board also removed Mr. Swaringer from the Home and Community Care Block Grant Committee (HCCBGC). (H-2) Concord Kannapolis Area Transit Commission The Concord Kannapolis Area Transit Commission's (CKCT) agreement provides for the Commission to appoint or provides for the appointment of a non-voting member representative of other jurisdictions that belong to the MPO to ensure urban area representation. Carolyn Carpenter was serving in this role. Cabarrus County can recommend the appointment of another representative. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette and unanimously carried, the Board appointed Randy Bass, Transportation Director, to the Concord Kannapolis Area Transit Commission (CKTC) as a non- voting member representative. (H-3) Nursing Home Community Advisory Committee UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt and unanimously carried, the Board removed Richard Eudy from the Nursing Home Community Advisory Committee due to a change in his residency. (H-4) Park Commission UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and unanimously carried, the Board appointed Clara Swallows to the Parks Commission as an "At-Large" member for a three-year term ending January 31, 2011.
