<br />The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Multipurpose Room at the Cabarrus County Governmental Center
<br />in Concord, North Carolina on Thursday, April 29, 2008 at 10:30 a.m.
<br />Present - Chairman: H. Jay White, Sr.
<br />Vice Chairman: Joni D. Juba
<br />Commissioners: Robert W. Carruth

<br />Also present were John D. Day, County Manager; Mike Downs, Deputy
<br />County Manager; Pam Dubois, Deputy County Manager; Loretta Lee, Budget and
<br />Performance Manager; Becky Crabtree, Budget Analyst; and Lori Hinson, Deputy
<br />Clerk to the Board.
<br />Representatives from Cabarrus County and Kannapolis City school systems
<br />were also present.
<br />Call to Order
<br />Chairman White called the meeting to order at 10:34 a.m.
<br />FY 2008-09 Preliminary Budget Information
<br />Loretta Lee, Budget and Performance Manager, reported the Board
<br />requested a preview of the FY 08-09 budget. She said the information
<br />presented at this meeting is still in draft format and is subject to change
<br />before the presentation is given to the Board in May. She briefly reviewed
<br />the following information: the budget calendar; revenue considerations;
<br />revaluation; tax rate; the revenue neutral tax rate; growth in tax revenue;
<br />drivers for increase (reval growth vs. normal growth); new positions; and
<br />capital improvements.
