May 19, 2008 (Regular Meeting) Page 821 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 19, 2008, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:32 p.m. <br />Boy Scout Troop 16 from Memorial United Methodist Church in Kannapolis <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: Mr. <br />Scot Tino, Jacob Wingler and Gabe Cannon. <br />Dean Lewis, Pastor of Branchview First Church of God gave the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of March 10, 2008 <br />(Work Session); March 13, 2008 (Recessed) and March 29, 2008 (Regular) as <br />written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: <br />Deletion: New Business Item G-9 (Proposed FY 2009 Cabarrus County <br />Budget). <br />Additions: New Business Item G-5 (Commerce Department - Proposed Text <br />Amendment (C2008-03-ZT) to the Cabarrus County Zoning Ordinance, Chapter 15, <br />Adequate Public Facilities - Public Hearing - 6:30 p.m.) and Item G-6 <br />(Expansion of Cabarrus County Board of Commissioners to Seven Seats). <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Agenda with the aforementioned <br />changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />of "Franta" <br />from the Cabarrus <br />Service <br />On behalf of the Board and coinciding with "Service Dog Recognition <br />Week", Commissioner Carruth presented a plaque to Deputy David Blackwelder in <br />recognition of Franta's retirement from the Cabarrus County Sheriff's <br />Department as the County's first bomb detection service dog. <br />Deputy Blackwelder accepted the plaque and thanked the Board for <br />recognizing Franta. He stated there are few dogs of his caliber in the <br />State; Franta has worked numerous Lowe's Motor Speedway events, Carolina <br />Panther games, and has had the distinct pleasure of working for the President <br />of the United States. <br />(C-2) Proclamation: Mav 19-26, 2008 is Ringling Brothers and Barnum S <br />Bailev Circus Week in Cabarrus County <br />On behalf of the Board, Commissioner Mynatt presented a Proclamation <br />declaring May 19 - 26, 2008 as Ringling Brothers and Barnum & Bailey Circus <br />Week in Cabarrus County to Frank Lapsley, General Manager of the Cabarrus <br />Arena and Events Center. She encouraged the public to attend the event. <br />Mr. Lapsley accepted the proclamation on behalf of the Circus. <br />
