Jay White, Sr., Chairman <br />Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ KaV Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />(G-6) Expansion of Cabarrus County Board of Commissioners to Seven Seats <br />Chairman White presented information related to the expansion of the <br />Cabarrus County Board of Commissioners. Issues addressed included the <br />following: how the concept of expanding the Board's membership from five to <br />seven seats originated; how to proceed; meeting the Legislature's deadlines <br />for the short session; the filing of a place holder bill; length of terms and <br />appointment dates for the new members; costs associated with special <br />elections; etc. <br />There was a general discussion and the following items were addressed: <br />the terms and appointment dates specified in the place holder bill; special <br />legislation to expand the Board is not needed; the need to hold a referendum; <br />fairness; low voter turnout at special elections; different scenarios; only <br />non-controversial bills can be filed during the short session; public <br />involvement; the importance of having the options in written format; etc. <br />Chairman White announced that he will send the information to the Board <br />electronically for review. He also asked to have the topic included on the <br />Agenda throughout the budget process in hopes that discussions can be open <br />and the issue can move forward. <br />(H) APPOINTMENTS <br />(H-1) Centralina Workforce Development Board <br />The Centralina Workforce Development Board (CWDB) requests the <br />reappointment of Bob VanGorden to the CWDB (Private Sector) for a two-year <br />term ending June 30, 2010. In addition, the CWDB requests the appointment of <br />Phil Geissinger to a two-year term ending June 30, 2010, effective July 1, <br />2008, to replace Beth Wanke as a Private Sector representative. In January <br />2008, Lisa Conger was erroneously appointed to the CWDB to fill the Education <br />position held by Pat Woods. The Clerk requests the removal of Ms. Conger <br />from the CWDB roster. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Bob VanGorden (Private Sector) <br />to the Centralina Workforce Development Board for a two-year term ending June <br />30, 2010; appointed Phil Geissinger (Private Sector) to a two-year term <br />ending June 30, 2010 effective July 1, 2008 and removed Lisa Conger from the <br />Centralina Workforce Development Board. <br />(H-2) Nursing Home Community Advisory Committee <br />Debi Lee, Lead Regional Long Term Care Ombudsman, requests the removal <br />of Bel Ray and Shirley Vellente from the Advisory Board due to failure to <br />complete required orientation and training. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Bel Ray and Shirley Vellente from the <br />Nursing Home Community Advisory Committee roster as requested. <br />(H-3) Parka Commission <br />At its April meeting, the Parks Commission unanimously voted to <br />recommend the appointment of Dick Snyder (Northwest Area) and Shannon Glenn <br />(Kannapolis) to the Parks Commission. Ms. Glenn will complete an unexpired <br />term vacated by Scott Aldrich (Kannapolis) who recently resigned his position <br />due to relocation. Due to a typographical error in the March agenda, the <br />correct unexpired term for the Kannapolis seat is 1-31-09. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board accepted the resignation of Scott Aldrich from <br />the Parks Commission; appointed Dick Snyder to the Parks Commission <br />representing the Northwest area for a three-year term ending January 31, 2011 <br />and appointed Shannon Glenn to the Parks Commission to complete an unexpired <br />term ending January 31, 2009 to fill the Kannapolis seat. <br />(H-4) Water 6 Sewer Authori tv of Cabarrus County <br />
