May 19, 2008 (Regular Meeting) Page 836 <br />The term of appointment for Michael M. Quickel ends June 30, 2008. Mr. <br />Quickel has served six consecutive years as the at-large representative and <br />is willing to serve another term on the Water and Sewer Authority of Cabarrus <br />County (WSACC). However, pursuant to the Board's Appointment Policy, "an <br />individual may not serve more than six consecutive years" and completing an <br />unexpired term does not count towards years of service. As required, advice <br />will be sought from the organizing political subdivisions on the appointment <br />of Robert Ritchie (the only applicant on file). Responses will be <br />distributed as received. <br />Commissioner Carruth stated Michael Quickel has done a tremendous job <br />on the WSACC. He suggested that Robert Ritchie be appointed to the Authority <br />when Vice Chairman Juba's term ends in December. <br />Although Mr. Quickel has done an excellent job, Commissioner Privette <br />pointed out that he has already served six consecutive years and that he <br />would like for someone else to serve in this capacity. <br />Vice Chairman Juba agreed with Commissioner Carruth's comments, stated <br />the importance of the decisions made by the Authority and expressed support <br />for the reappointment of Mr. Quickel. <br />Commissioner Privette MOVED to appoint Robert Ritchie to the Water and <br />Sewer Authority for a three-year term ending June 30, 2011 to fill the at- <br />large position. <br />The MOTION failed for lack of a second. <br />Commissioner Carruth MOVED to make an exception to the length of <br />service provision in -the Board's Appointment Policy and to reappoint Michael <br />Quickel to the Water and Sewer Authority for. a three-year term ending June <br />30, 2011 to fill the at-large position. Commissioner Mynatt seconded the <br />motion. <br />The MOTION carried, with Vice Chairman Juba and Commissioners Carruth <br />and Mynatt voting for and Chairman White and Commissioner Privette voting <br />against. <br />Commissioner Carruth stated he would like to have the option of <br />appointing Robert Ritchie as Vice Chairman Juba's replacement on the WSACC <br />statutorily explored. <br />(I) REPORTS <br />None. <br />J) GENERAL COMMENTS HY HOARD MEMBERS <br />Commissioner Privette asked what the revenue neutral tax rate is <br />projected to be. John Day, County Manager stated the budget will be <br />presented on Thursday, May 22, 2006. He explained that additional <br />information on the revaluation was just received and that tax rates will be <br />presented on Thursday. <br />Commissioner Carruth reported Cabarrus County consists of 364 square <br />miles of land or 233,000 acres, of which 115,000 acres are already zoned for <br />residential development. He said the County needs to make an aggressive <br />effort towards designating property for specific uses such as commercial and <br />industrial use. He also stated open agricultural space accounts for about 30 <br />percent or 50,000 to 70,000 acres of the County. He stated the need to <br />continue to monitor these percentages. <br />Commissioner Mynatt announced that an open house drop-in session for <br />the Central Area Land Use Plan is scheduled for Thursday, May 22, 2008 from <br />10:00 a.m. to 8:00 p.m. in the Rotunda of the Governmental Center. She <br />encouraged all citizens to attend. <br />Chairman White announced that May 1, 2008 was Law Day and Captain Phil <br />Patterson of the Sheriff's Department was the recipient of the Robert J. Eury <br />Award for outstanding service. He said Captain Patterson has twenty-six <br />years of service in Cabarrus County. On a separate note, Chairman White <br />stated he received a letter from a California resident complimenting a <br />Cabarrus County Detective for going above and beyond the call of duty. <br />Chairman White announced that the "Parking Lot" issues that were identified <br />at the Board's retreat would be discussed in July, August and September. He <br />also stated more information on the Adequate Public Facilities Ordinance <br />
