June 16, 2008 (Regular Meeting) <br />The Board of Commissioners <br />session in the Commissioners' <br />Governmental Center in Concord, <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Page 857 <br />for the County of Cabarrus met in regular <br />Meeting Room at the Cabarrus County <br />North Carolina on Monday, June 16, 2008, at <br />H. Jay White, Sr. <br />Joni D. Juba <br />Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the <br />Board; and Lori Hinson, Deputy~Clerk to the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Boy Scout Troop 91 of Saint James Lutheran Church in Concord conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Rob Corzine, <br />David Small, Ben Weisel, Hayden Weisel and Ethan Willet. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of April 7, 2008 <br />(Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board tabled New Business Item G-5 (Selection of <br />Architectural Consultant for the Courthouse Master Plan) until the July 7, <br />2008 Agenda Work Session. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Agenda with the following <br />additions to New Business: G-10 (Cabarrus County Tourism Authority - <br />Approval of Fiscal Year 2006-09 Budget), G-11 (Landfill - Budget Amendment <br />[Tire Disposal Tax $55,000]), G-12 (Finance Department - Project Ordinance <br />and Budget Amendment [School Construction Fund 2009 - $210,000.00]), G-13 <br />(Finance Department - Budget Amendment [School Construction Fund and School <br />Bond Fund - $100,000.00]), G-19 (Central Area Land Use Plan - Update) and G- <br />15 (Lower Rocky Elementary School - Resolution Authorizing Condemnation to <br />Acquire Certain Property. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />tion of Richard Brownell on his <br />On behalf of the Board, Commissioner Carruth presented Richard Brownell <br />with a plaque in appreciation for his 31 years of service with Rowan-Cabarrus <br />Community College. He stated Mr. Brownell was instrumental in having the <br />Community College built in Cabarrus County. <br />Mr. Brownell accepted the plaque and thanked the Board and the people <br />of Cabarrus County. He stated it was a privilege to create a vision that <br />other people brought to reality. <br />Commissioners Privette and Mynatt remarked on the wonderful job Mr. <br />Brownell has done. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:92 <br />p.m. He stated each speaker would be limited to three minutes. <br />Representing the Cabarrus County Board of Education and Dr. Barry <br />Shepherd, Superintendent, Holly Blackwelder, Chairman of 'the Board of <br />Education, thanked the Board for their hard work in the funding process for <br />the educational system. <br />
