(Note that according to Section 15-11, Number <br />9, of the APFO, "...future available capacity must be "...equal to or <br />greater than the projected enrollment that will be produced by <br />the proposed development for all school types," not just one or <br />two.) <br />Board of Commissioner Action Options: <br />Option 1 <br />Approve the Reservation of Capacity Certificate for Coddle <br />Creek residential townhome project. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Reservation of Capacity <br />Certificate for the Coddle Creek Residential Townhome project. <br />(G) NEW BUSINESS <br />aar 2008-09 Budget - <br />- 6:30 <br />Loretta Lee, Budget and Performance Manager, presented the following <br />ordinances for FY 08-09: County Budget Ordinance totaling $210,880,279.00 <br />and the Special Fire and Service Districts Tax Fund totaling $2,577,491.00. <br />She reported the Board held three budget meetings, revisions were made as <br />instructed and the budget has been available for public review in the Clerk's <br />office, the public libraries and on the County website. <br />Chairman White opened the public hearing at 7:18 p.m. The Public <br />Hearing Notice was published on May 15 and June 7, 2006 in THE INDEPENDENT <br />TRIBUNE and on May 15 and June 9, 2008 in THE CHARLOTTE OBSERVER (CABARRUS <br />NEIGHBORS). <br />Danita Rickard, Chairman of the Kannapolis Board of Education (KBOE), <br />expressed appreciation for the pupil allotment for the coming school year, <br />the open line of communications with the School Board, and keeping the A.L. <br />Brown project in the budget. <br />With there being no one else to address the Board, Chairman White <br />closed the public hearing. <br />Vice Chairman Juba MOVED to adopt the Cabarrus County Budget Ordinance <br />for FY 2008-09 for the General Fund, Cabarrus Arena and Events Center Fund, <br />Landfill Fund and Emergency Telephone Fund and also to adopt the FY 2006-09 <br />Budget Ordinance for the Special Fire and Service Districts Tax Fund. <br />Commissioner Mynatt seconded the motion. <br />Commissioner Privette commented on increased property values and taxes; <br />Republicans being in trouble and stated his intent to vote against the <br />motion. <br />Commissioner Carruth commented on the following issues and expressed a <br />reluctance to vote for the budget: mandated versus discretionary spending; <br />property and sales tax rankings of similar counties; increased gasoline <br />prices and legal challenges to the Adequate Public Facilities Ordinance. <br />
