July 7, 2008 (Work Session) <br />Page 898 <br />Brent Weisner, Tax Administrator, presented information related <br />to the Tax Collector's Annual Settlement and Order authorizing <br />collection of 2008 taxes. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner <br />Mynatt and unanimously carried, the Board voted to place the Tax <br />Collector's Annual Settlement and Order Authorizing Collection of 2008 <br />Taxes on the July 21, 2008 Agenda as a Consent item. <br />Tax Department - Write-off of Motor Vehicle Receivables <br />Brent Weisner, Tax Administrator, reported the Tax Collector's <br />Office has exhausted all means of collections on vehicle taxes due from <br />March 2009 through February 2005 and requested the write-off for those <br />uncollectable taxes. He reported that in the upcoming year, motor <br />vehicle taxes that become 13 months past due will be turned in to an <br />outside collection agency. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner <br />Carruth and unanimously carried, the Board voted to place the Write-off <br />of Motor Vehicle Receivables on the July 21, 2008 Agenda as a Consent <br />item. <br />Further, Mr. Weisner commended the Tax Collection staff for their <br />diligence. He reported the following: the total tax collection rate <br />this year is 98.35 percent; this year's tax collection is the highest <br />rate achieved by the 'Tax Department; and this is the fifth consecutive <br />year there has been an overall increase in tax collections. <br />Overview of Property Tax Relief Programs <br />Brent Weisner, Tax Administrator, presented an overview of the <br />following property tax relief programs: the Present Use Value Program; <br />the Elderly/Disabled Exclusion Program; and the Circuit Breaker <br />Program. He also responded to a variety of questions from the Board <br />regarding the following topics: the number of land parcels included in <br />each program; the requirement for participation in each program; <br />participation in each program as compared to other jurisdictions; etc. <br />Additional Agenda Items <br />Chairman White reviewed the following list of additional items <br />for the July Agenda: <br />Recognition & Presentations: None. <br />Old Business: None. <br />Consent: <br />• Tax Administration: Tax Refund & Release Report - June 2008 <br />• Emergency Medical Services - Budget Amendment - (Appropriation of <br />ASPR Grant - $8,000) <br />• Concord Library - Budget Amendment (Surveillance Cameras - <br />$5,793) <br />New Business: <br />Appointments: <br />• Cabarrus County Planning & Zoning Commission - applications <br />needed from the Kannapolis area <br />• Centralina Workforce Development Board <br />• CJPP <br />• JCPC <br />• Transportation Advisory Board <br />• Others to be Determined <br />Reports: None. <br />Closed Session: If needed. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner <br />Mynatt and unanimously carried, the Board approved the aforementioned <br />items for inclusion on the July 21, 2008 Agenda. <br />
