August 4, 2008 (Work Session) .Page 918 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba <br />with Chairman White, Vice Chairman Juba and Commissioner Carruth voting for <br />and Commissioner Privette voting against, the Board voted to place the <br />National Association of Counties (NACo) RX Discount Drug Contract Renewal on <br />the August 16, 2008 Agenda as a Consent item. <br />Recess of Meeting <br />The Board took a short recess at 6:06 p.m. Chairman White reconvened <br />the meeting at 6:23 p.m. <br />Cabarrua County Sheriff's Office and Detention Facility - Turner Construction <br />@Zp #4 - Houaing Unit - Scott Millioan <br />Scott Milligan, with Turner Construction, presented information related <br />to a Guaranteed Maximum Price (GMA) #9 in the amount of $57,962,949.00 for <br />the Housing Unit building within the Cabarrus County Sheriff's Office and <br />Detention Facility. He reported this amount is less than what was presented <br />one year ago. He stated the notebook provided to the Board includes an <br />overview of the estimate, a summary of the cost of construction, the bids for <br />construction, the basis of the estimate, and clarifications and assumptions <br />that pertain to this project. He also reported that the County can save <br />$376,359.13 by authorizing the early release of $1,217,905.00 to Tindall <br />Engineering Corporation. He stated the following about this savings: .the <br />funds to be released to Tindall include the costs of long lead materials and <br />deliverables; the early release of these funds will save the County <br />$376,359.13; etc. <br />Commissioner Carruth MOVED to suspend the work session rules to <br />consider the vote for the early release of Tindall. Vice Chairman Juba <br />seconded the motion. After a short discussion, the MOTION unanimously <br />carried. <br />John Day, County Manager, reviewed a handout of Turner's Pricing Review <br />provided by Faithful + Gould, a consulting firm. He reported this firm has <br />reviewed the contract and all of the documents in Turner's notebook and has <br />suggested the original proposed number from Turner could be reduced. He <br />suggested the Board review the document from Faithful + Gould, as well as the <br />responses from Turner and discuss these at the end of the Board's next <br />meeting on August 15, 2008. <br />Chairman White asked Board members to en <br />information received from Turner and Faithful + <br />Milligan and that any questions and concerns <br />Board's "parking lot" meeting on August 15`h. After a short discussion on <br />penalties, the MOTION unanimously carried. <br />Vice Chairman Juba MOVED to place the approval of Turner Construction's <br />GMP #9 (Guaranteed Maximum Price) in the amount of $57,962,949.00 for the <br />Jail Housing Unit on the August 18, 2008 Agenda as a New Business item. <br />Commissioner Carruth seconded the motion. <br />A discussion ensued.
