She reported the following: the $63 million is a high estimated <br />figure; the underwriter would feel more comfortable if an excessive amount is <br />requested; there are still issues to work out with Turner Construction <br />regarding the release of funds for Sheriff's Administration building; only <br />the bare minimum amount will be borrowed; etc. She also responded to <br />questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the Resolution Approving <br />Installment Contract Financing for Law Enforcement Facilities in an Aggregate <br />Principal Amount up to $63,000,000.00 on the August 18, 2008 Agenda as a New <br />Business item. <br />In response to questions from the Board, Ms. Dubois noted the public <br />hearing on this matter was already held. <br />1 Architects - <br />14 - <br />Kelly Sifford, Community Development Manager, presented information <br />related to Contract Amendments No. 13 and 19 for the Cabarrus County <br />Sheriff's Office and Detention Facility Housing Unit. Amendment No. 13 is <br />for services related to rebidding the housing unit and Amendment No. 19 is <br />for 130 additional site visits and 163 site visits by the Architect's <br />consultant. <br />John Day, County Manager, clarified the original premise of the <br />contract was that the construction of the housing unit and the administrative <br />unit would be concurrent but due to the separation of projects, one project <br />is complete and the other will be completed in two years. <br />UPON MOTION of Commissioner Privette, <br />and unanimously carried, the Board voted <br />Contract Amendments No. 13 and 14 for the <br />and Detention Facility Housing Unit on the <br />Business item. <br />seconded by Commissioner Carruth <br />to place Ware Bonsall Architects <br />Cabarrus County Sheriff's Office <br />August 18, 2008 Agenda as a New <br />for <br />it <br />Kelly Sifford, Community Development Manager, presented information <br />related to a proposal from Trigon/Kleinfelder for construction material <br />testing and special inspections for the Jail Housing Unit. She stated these <br />testing and inspection services are required by the North Carolina Department <br />of Insurance. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the proposal from <br />Trigon/Kleinfelder for Construction Materials Testing and Special Inspections <br />for the Jail Housing Unit on the August 18, 2008 Agenda as a New Business <br />item. <br />Commerce Department - Easement Request from PSNC Energy <br />Jonathan Marshall, Commerce Director, presented information related to <br />an easement request from PSNC Energy. He reported PSNC Energy had to make an <br />emergency gas line repair on NC 73 adjacent to the Cabarrus County property <br />where Concord Middle and Irvin Elementary are located and an easement is <br />needed where the line had to be replaced. He further reported that PSNC <br />Energy has offered $10 for this easement, but in the past, the County has <br />accepted larger amounts and should take no less than $2,500.00. He also <br />stated that a budget amendment will also be required to delegate any <br />collected funds to the schools affected by this easement. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the easement request from <br />PSNC Energy on the August 18, 2008 Agenda as a Consent item. <br />Mill Elementary School <br />Jonathan Marshall, Commerce Director and Dennis Testerman, Soil and <br />Water Resource Conservation Specialist, presented information related to a <br />request to grant a conservation easement to Cabarrus Soil and Water <br />Conservation District from the Cox Mill Elementary School Campus.
