August 4, 2008 (Work Session) Page 920 <br />Conservation District requested the Board approve several conservation <br />agreements on county property, one said agreement belonging to Cox Mill <br />Elementary School Campus; the Board of Education and the Parks Commission <br />both endorse the easement; the 100-year Floodplain boundary has been <br />surveyed; this easement is a part of ongoing efforts to protect the state- <br />designated Clarke Creek Heron Rookery Significant Natural Heritage Area <br />(SNHA); there is a goal to create conservation easements around the entire <br />complex of Clarke Creek; etc. <br />Mr. Marshall reported that the majority of this easement is within <br />wooded area and wetlands that are already protected. He also relayed concerns <br />expressed by Mike Downs, Deputy County Manager, regarding conditions that <br />will need to be placed within the easement to ensure the continued use of <br />ball fields that are already located there. Mr. Marshall and Mr. Testerman <br />responded to a variety of questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the conservation easement <br />on the 100-year floodplain on Clarke Creek on the Cox Mill Elementary School <br />campus, subject to approval by the County Manager and County Attorney, on the <br />August 18, 2008 Agenda as a Consent item. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a Reservation of Capacity Certificate for the Coddle <br />Creek Crossing Apartment Project: <br />JR Developers, LLC, (19 Franklin Ave., NW, Concord, NC 28025) is <br />requesting a reservation of capacity for the Coddle Creek <br />Crossing apartment project, which consists of 360 multi-family <br />units on +/- 29.5 acres located at the intersection of Pitts <br />School Road and NC Highway 29 North in Concord, North Carolina. <br />School Capacity Review <br />The Coddle Creek Crossing residential apartment project is <br />expected to produce approximately 54 elementary students, 20 <br />middle school students and 26 high schools students for a total <br />of 100 students. The schools impacted by the project are Pitts <br />School Road Elementary School, J.N. Fries Middle School and Jay <br />M.
