(Note that according to Section 15-11, Number 9, of <br />the APFO, "...future available capacity must be "...equal to or <br />greater than the projected enrollment that will be produced by <br />the proposed development for all school types," not just one or <br />two.) <br />Is the project subject to Chapter 15, Adequate Public Facilities? <br />Yes. <br />Board of Commissioner Action Options: <br />Consider approval of the Reservation of Capacity with the <br />conditions outlined below: <br />1. The project is subject to a phasing schedule. <br />In calendar year 2008, no more than <br />apartment unit permits issued; <br />In calendar year 2009, no more than <br />apartment unit permits issued; <br />In calendar year 2010, no more than <br />apartment unit permits issued; <br />In calendar year 2011, no more than <br />apartment unit permits issued; <br />In calendar year 2012, no more than <br />apartment unit permits issued; <br />In calendar year 2013, no more than <br />apartment unit permits issued. <br />5 multi-family <br />20 multi-family <br />20 multi-family <br />20 multi-family <br />20 multi-family <br />275 multi-family <br />2. Mitigation of the pro-rata share of the cost of the planned <br />capacity, which equals $4,153.00 per multi-family residential <br />apartment unit, payable prior to the issuance of building <br />permitting. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Coddle Creek Crossing Apartment Project on the August 18, <br />2008 Agenda as a New Business item. <br />Commerce Department - Reservation of Capacity Certificate - South Village <br />Project <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to a Reservation of Capacity Certificate for the South <br />Village Project: <br />Castle & Cooke NC Residential, LLC, (210 Oak Avenue, Kannapolis, <br />NC 28081) is requesting a reservation of capacity for the South <br />Village project, which consists of 15 single-family residential <br />lots and 195 residential townhome units on +/- 28.543 acres <br />located in the City of Kannapolis, North Carolina. <br />School Capacity Review <br />South Village is expected to produce approximately 29 elementary <br />and intermediate school students, 10 middle school students and <br />19 high schools students for a total of 53 students. The schools <br />impacted by the project are Fred L. Wilson Elementary School, <br />Kannapolis Intermediate School, Kannapolis Middle School, and <br />A.L. Brown High School. <br />The county's capital improvements plan (CI P) includes the <br />following proposed improvements that would create additional <br />capacity for the schools impacted by the project: <br />
