August 1S, 2008 (Regular Meeting) Page 928 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 18, 2008, at <br />6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Coy C. Privette <br />Absent - Commissioner: Grace Mynatt <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lyndsay Hayes, Deputy Clerk <br />to the Board. <br />Chairman White called the meeting to order at 6:32 p.m. <br />Boy Scout Troop 16 from Memorial United Methodist Church in Kannapolis <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Jacob Wingler, Stephan Wright and Scott Tino. <br />Marty Payton, Youth Pastor at Charity Baptist Church in Kannapolis, <br />gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of April 21, 2008 <br />(Regular Meeting), April 29., 2006 (Recessed Meeting), May 5, 2008 (Work <br />Session), May 6, 2008 (EDC Luncheon) and May 19, 2008 (Regular Meeting) as <br />written. <br />(H) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following additions and supplemental <br />information to the agenda: <br />Additions: New Business Item G-12 (Finance - Resolution Approving the <br />Amendment of Existing Deed of Trust Securing Prior Installment Contract <br />Financing and Related Cabarrus County Development Corporation Certificates of <br />Participation, Series 2007, New Business Item G-13 (Finance - Approval of <br />Land Purchase for the A.T. Allen Replacement Elementary School, Closed <br />Session Item L-2 (Closed Session - To Discuss Matters Related to the Location <br />or Expansion of Businesses Served by the Public Body. <br />Supplemental Information: New Business Item G-6 (Cabarrus County <br />Sheriff's Office and Detention Facility - Turner Construction GMP #4 - <br />Housing Unit) <br />• Budget Amendment - $59,379,897.00 <br />• Faithful + Gould Letter Dated August 15, 2008 <br />• Comparison Spreadsheet - Faithful + Gould/Turner Construction <br />• Revised GMP #9 <br />Commissioner Privette requested the following item be removed from the <br />Consent agenda for discussion: Item F-9 (Risk Management - National <br />Association of Counties (NACo) RX Discount Drug Contract Renewal). This item <br />was moved to New Business as Item G-14 for discussion. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />None. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:36 <br />p.m. He stated each speaker would be limited to three minutes. <br />Brian Freeman, pharmacist at Cannon Pharmacy in Kannapolis, expressed <br />concerns regarding the NACo (National Association of Counties) RX Discount <br />
