August 18, 2008 (Regular Meeting) Page 929 <br />Drug Card. He reported that the prescription cards are available to <br />everyone, including pets, which increases costs ,to the uninsured. He stated <br />that the County should not show such favoritism to CVS Pharmacy over other <br />pharmacies, and he suggested alternatives, such as improving local Medicaid <br />and Medicare offices or funding a free community clinic. In closing, he <br />asked that the prescription discount card program not be renewed. <br />Scott Robertson, local attorney, expressed concern regarding the <br />proposed Central Area Land Use Plan.. He stated the plan lacks definition of <br />desirability and will not stop undesirable development. <br />Sarah Morrison, chairperson of the Save the Bethel School Committee, <br />spoke in support of using the old Bethel School for county services. She <br />stated the comparison between the old Bethel School project and the Mount <br />Pleasant project is unfair and identified property ownership as being an <br />impediment to fundraising endeavors. She also reported there is overwhelming <br />support in the community for this project and read responses from citizens <br />concerning the need for a community center in southern Cabarrus County. <br />With there being no one else to address the Board, Chairman White <br />closed that portionof the meeting. <br />(E) OLD BUSINESS <br />(E-1) Selection of Architectural Consultant for the Courthouse Master Plan <br />Kelly Sifford, Community Development Manager, introduced Judge W. Ervin <br />Spainhour, who served as chairman of the selection committee for an <br />architectural consultant for the Courthouse Master Plan. Judge Spainhour <br />reported on the activities of the selection committee and announced the <br />committee's recommendation of Moseley Architectural Firm of Charlotte as the <br />architectural consultant for the Courthouse Master Plan. He reported the <br />following information: the committee visited several courthouses in North <br />Carolina and Virginia; Moseley Architects specialize in building courthouses; <br />there were several features included in courthouses constructed by Moseley <br />Architects that would be well utilized in Cabarrus County; etc. <br />Judge Spainhour responded to a variety of questions from the Board. <br />The following topics were addressed: the members of the selection committee; <br />the need and desire for community input; the inadequacies of the current <br />County courthouse; projects constructed by Yates Chreitzberg Architects; etc. <br />Vice Chairman Juba MOVED to approve the committee recommendation for an <br />architectural consultant with Moseley Architects for the Courthouse Master <br />Plan and authorize the County Manager to execute a contract, subject to <br />review and/or revision by the County Attorney. Commissioner Carruth seconded <br />the motion. <br />After a brief discussion, the MOTION unanimously carried. <br />Chairman White commented that the Board will soon outline a contract of <br />what the consultants envision as it relates to the master plan. <br />(F) CONSENT AGENDA <br />SF-1) Commerce Department - Board of Elections - Budget Amendment - (2008 <br />Special HAVA Grant - $7,000.00) <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF BOARD OF ELECTIONS <br />AMOUNT: $7,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: This budget amendment is to appropriate funds in the <br />amount of $7,000.00 to be received from the North Carolina State Board of <br />Elections from the 2008 Special HAVA Grant funds. These funds will be used <br />to purchase 99 precinct security bags and three fireproof cabinets to be used <br />for one-stop and Election Day voting locations.
