August 18, 2008 (Regular Meeting) <br />Ms. Morris responded to questions from the Board. <br />Page 937 <br />Commissioner Privette expressed opposition to the Reservation of <br />Capacity Certificate, noting school capacity and overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Juba and <br />Commissioner Carruth voting for and Commissioner Privette voting against. <br />(G-4) Commerce Department - Reservation of Capaaity Certificate - South <br />Village Pro]eot <br />Susie Morris, Planning and Zoninq Manager, presented the following <br />information related to the Reservation of Capacity Certificate for the South <br />Village Project: <br />Castle & Cooke NC Residential, LLC, (210 Oak Avenue, Kannapolis, <br />NC 28081) is requesting a reservation of capacity for the South <br />Village project, which consists of 15 single-family residential <br />lots and 195 residential townhome units on +/- 28.593 acres <br />located in the City of Kannapolis, North Carolina. <br />School Capacity Review <br />South Village is expected to produce approximately 29 elementary <br />and intermediate school students, 10 middle school students and <br />19 high schools students for a total of 53 students. The schools <br />impacted by the project are Fred L. Wilson Elementary School, <br />Kannapolis Intermediate School, Kannapolis Middle School, and <br />A.L. (Note that <br />according to Section 15-11, Number 4, of the APFO, "..,future <br />available capacity must be "...equal to or greater than the <br />projected enrollment that will be produced by the proposed <br />development for all school types," not just one or two.) <br />Is the project subject to Chapter 15, Adequate Public Facilities? <br />
