The project is subject to the following phasing schedule: <br />In calendar year 2008, no more than 1 single=family <br />residential lots platted and no more than 9 townhome units <br />permitted; <br />In calendar year 2009, no more than 5 single-family <br />residential lots platted and no more than 15 townhome units <br />permitted; <br />In calendar year 2010, no more than 5 single-family <br />residential lots platted and no more than 15 townhome units <br />permitted; <br />In calendar year 2011, no more than 4 single-family <br />residential lots platted and no more than 15 townhome units <br />permitted; <br />In calendar year 2012, no more than 15 townhome units <br />permitted; <br />In calendar year 2013, no more than 81 townhome units <br />permitted. <br />2. Mitigation of the pro-rata share of the cost of the planned <br />capacity, which equals $8,617.00 per single-family residential <br />lot, payable at final platting. <br />3. Mitigation of the pro-rata share of the cost of the planned <br />capacity, which equals $4,571.00 per townhome unit, payable <br />prior to building permitting. <br />After a brief discussion, Vice Chairman Juba MOVED to approve the <br />Reservation of Capacity Certificate for the South Village Project, including <br />the aforementioned phasing schedule, mitigation of the pro-rata share of the <br />cost of the planned capacity, which equals $8,617.00 per single-family <br />residential lot, payable at final platting and mitigation of the pro-rata <br />share of the cost of the planned capacity, which equals $9,571.00 per <br />townhome unit, payable prior to building permitting. She further MOVED to <br />authorize the Cabarrus County Commerce Director to execute the Certificate on <br />behalf of Cabarrus County. Commissioner Carruth seconded the motion. <br />Commissioner Privette expressed opposition to the Reservation of <br />Capacity Certificate, noting school capacity and overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Juba and <br />Commissioner Carruth voting for and Commissioner Privette voting against. <br />(G-5) Old Bethel School - Discosition <br />Mike Downs, Deputy County Manager, gave a brief report on the <br />disposition of the Old Bethel School property which included the following: <br />discussions regarding the sale of the Old Bethel School property began in <br />2009; and the Board has met with the Midland Town Council to discuss <br />disposition. He asked the Board to provide direction on how to proceed with <br />the disposition. <br />A discussion ensued. The following issues were addressed: interest in <br />the property; potential uses for the property; negotiating the sale of the <br />property; listing the property through Preservation North Carolina, a <br />historic preservation organization; the structural analysis and historical <br />value of the building; providing County services in the southern part of the <br />County is not feasible at this time; forming a nonprofit is time consuming; <br />offering the property for sale with preservation stipulations; etc. <br />Commissioner Carruth MOVED to put the old Bethel School property up for <br />sale at a negotiated price of the currently appraised value with the <br />stipulation that building "A" be preserved, as indicated in the feasibility <br />study completed by Yates Chreitzberg Hughes Architects, and hold this offer <br />open for 90 days; if at the end of that 90 days a valid offer is not <br />received, the property would be sold outright. The MOTION failed for lack of <br />a second. <br />
