<br />Scott Milligan, with Turner Construction, presented a request to
<br />approve the Guaranteed Maximum Price (GMP #9) for the jail housing unit.
<br />Mr. Milligan responded to a variety of questions from the Board. The
<br />following items were discussed: the GMP is $57,962,499,00; the GMP has been
<br />reviewed by an independent consultant retained by the County (Faithful +
<br />Gould); Faithful + Gould came up with a difference of approximately
<br />$257,000.00 for painting and plumbing services; and if the final construction
<br />price is less than the $57,962,499.00, the County will receive benefit of
<br />those savings.
<br />Commissioner Carruth MOVED to approve Turner Construction's GMP #9 of
<br />$57,962,949.00 for the Jail Housing Unit, subject to LGC approval of the
<br />financing in September and related budget amendment. Vice Chairman Juba
<br />seconded the motion.
<br />A lengthy discussion ensued. The following issues were addressed: an
<br />overview of the project over the last seven to eight years; lack of
<br />competitive bids; the Cabarrus County tax rate; original estimated cost
<br />versus the current cost; overcrowding in the jail; an earlier vote securing
<br />the price of precast cells resulting in a $376,000 savings to the County;
<br />etc.
<br />The MOTION carried with Chairman White, Vice Chairman Juba and
<br />Commissioner Carruth voting for and Commissioner Privette voting against.

<br />Kelly Sifford, Community Development Manager, presented a request for a
<br />proposal from Trigon/Kleinfelder for construction materials testing and
<br />special inspections for the Jail Housing Unit. She stated these inspections
<br />are required by the Department of Insurance and reported that David Boger,
<br />representative of Trigon/Kleinfelder, is available to respond to questions.
<br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba
<br />with Chairman White, Vice Chairman Juba and Commissioner Carruth voting for
<br />and Commissioner Privette voting against, the Board approved the contract
<br />with Trigon/Kleinfelder for $238,900.00, subject to revisions by the County
<br />Attorney and authorized the County Manager to execute the contract.
