August 18, 2008 (Regular Meeting) <br />Page 934 <br />Section 1(e), specifically "to develop or promote tourism, <br />tourist-related support services and facilities, tourist-related <br />events, tourist-related activities, or tourist attractions." <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Reserve Policy as presented, <br />authorized the County Manager and County Attorney to prepare and execute a <br />contract with the Tourism Authority and adopted the following budget <br />amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF TOURISM AUTHORITY FUND <br />AMOUNT: $204,605.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To provide a reserve equal to 17 percent of the CVB's FY <br />09 budget ($2,679,196.00), an additional appropriation of the Tourism Fund <br />Balance is being made in the amount of $204,605.00, which added to the <br />$250,000.00 authorized by the Board of Commissioners in June, will total <br />$954,605.00 which is 17 percent of their current year budget. <br />Present <br />Account No. Approved Budget <br />53163110-6901 $250,000.00 <br />Fund Balance Appropriated <br />53193110-9799 $250,000.00 <br />Contribution to CVB <br />(G) NEW BUSINESS <br />- 6: <br />- C2008-O1 <br />Increase Decrease Revised Budget <br />$204,605.00 $459,605.00 <br />$209,605.00 $954,605.00 <br />>-Frnn~sed Central Area Land Use Plan - <br />Susie Morris, Planning and Zoning Manager, presented information <br />related to the Central Area Land Use Plan and noted the availability of Meg <br />Nealon, Land Design partner, to answer questions. She also requested the <br />Board hold a public hearing. <br />Chairman White opened the public hearing at 7:11 p.m. The Public <br />Hearing Notice was published on August 7 and 19, 2008 in the CHARLOTTE <br />OBSERVER (Your Week in Cabarrus County). The Chairman acknowledged Scott <br />Robertson, who voiced concerns with the proposed plan during the "Informal <br />Public Comments" portion of the meeting. Mr. Robertson responded that the <br />Board had already been made aware that he opposed the proposed plan and he <br />had no additional comments. <br />Marie Ramseur, resident of 2989 Brantley Road in Kannapolis, stated the <br />proposed map is not available on the County website for viewing and she would <br />like to see what is being voted on. <br />In response to Ms. Ramseur's comments, Ms. Morris reported that the <br />proposed land use map, less the zoning changes made to the Lane Street area <br />in Kannapolis, is on the County's website. Other than that one change, she <br />said the map is the same one that was previously presented to the public and <br />presented at the last open house. Using the overhead projector, Ms. Morris <br />displayed the proposed map for the audience to view and described the changes <br />to the map in the Lane Street area. <br />Ms. Ramseur stated her understanding is that the plan stops at Old <br />Concord-Salisbury Road and the map being displayed extends the zoning across <br />Old Concord-Salisbury Road. Ms. Ramseur expressed concern becauseshe lives <br />in and is a beneficiary of land in the area where zoning changes may be <br />proposed. She also stated that the zoning of her personal property was <br />previously changed without her knowledge. In response, Ms. Morris identified <br />the areas on the map which are subject to zoning changes and areas that will <br />not be changed. She also explained that in order for parcels to be developed <br />at higher densities than what the County's zoning permits, particularly ones <br />located within the utility service boundary that was established with <br />Concord, would be annexed into Concord, receive utilities from Concord and <br />develop under Concord's standards at the same densities that are in the <br />proposed plan. When Ms. Ramseur posed additional questions regarding the <br />proposed plan, Ms. Morris pulled her aside and explained the plan further. <br />With there being no one else to address the Board, Chairman White <br />closed the public hearing. <br />
