August 18, 2008 (Regular Meeting) Page 935 <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board adopted the Central Area Land Use Plan as <br />presented, including the expansion of the mixed-use area in the Lane Street <br />area. <br />(G-2) Industrial Development Incentive Grant - PreGel America - Public <br />Hearing - 6:30 p.m. <br />Anna Lu Wilson, with the Economic Development Corporation (EDC), <br />requested an Industrial Development Incentive Grant be approved for PreGel <br />America, a manufacturer of Gelato specialty ingredients. She reported PreGel <br />America is an international company with corporate headquarters in Italy and <br />locations throughout the world; the North American headquarters is located in <br />Cabarrus County; and the company's expansion includes a 90,000 square foot <br />addition and a $12 million dollar investment ($6 million - equipment; $6 <br />million - real estate). The proposal also includes the estimated creation of <br />ten new full-time jobs. <br />Chairman White opened the public hearing at 7:20 p.m. The Public <br />Hearing Notice was published on August 7, 2008 in the INDEPENDENT TRIBUNE and <br />the CHARLOTTE OBSERVER (Your Week in Cabarrus County). <br />There was no one present to address the Board; therefore, Chairman <br />White closed the public hearing. <br />Commissioner Carruth MOVED to approve a three-year Industrial <br />Development Incentive Grant for PreGel America, equivalent to 85 percent of <br />the ad valorem taxes on a total anticipated project investment of $12 million <br />and authorized the County Manager and County Attorney to conclude the <br />negotiations and execute the Agreement. Vice Chairman Juba seconded the <br />motion. <br />Commissioner Privette spoke in opposition of the incentive grant, <br />stating it is an example of corporate welfare and voiced his intent to vote <br />against the motion. <br />The MOTION carried, with Chairman White, Vice Chairman Juba and <br />Commissioner Carruth voting for and Commissioner Privette voting against. <br />Susie Morris, Planning and Zoning Manager, presented the <br />following information related.to the Reservation of Capacity Certificate for <br />the Coddle Creek Crossing Apartment Project: <br />JR Developers, LLC, (19 Franklin Ave., NW, Concord, NC <br />28025) is requesting a reservation of capacity for the Coddle <br />Creek Crossing apartment project, which consists of 360 multi- <br />family units on +/- 29.5 acres located at the intersection of <br />Pitts School Road and NC Highway 29 North in Concord, North <br />Carolina. <br />School Capacity Review <br />The Coddle Creek Crossing residential apartment project is <br />expected to produce approximately 54 elementary students, 20 <br />middle school students and 26 high schools students for a total <br />of 100 students. The schools impacted by the project are Pitts <br />School Road Elementary School, J.N. Fries Middle School and Jay <br />M.
