September 22, 2008 (Regular Meeting) Page 958 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 22, 2008, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Coy C. Privette <br />Absent - Commissioner: Grace Mynatt <br />Also present were Richard M. Koch, County Attorney; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to <br />the Board; and Lyndsay Hayes, Deputy Clerk to the Board. Ms. Dubois <br />substituted for John Day, the County Manager, who was away on county <br />business. <br />Chairman White called the meeting to order at 6:31 p.m. <br />A moment of silence was observed for Jim Johnson, former State Senator <br />and House Representative for Cabarrus County who passed away unexpectedly. <br />Girl Scout Troop 3192 from Eirst Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Morgan Hunkele, Emma Prager, Emily Zerona, Chloe Phares and Ka ylah McMahus. <br />Jay Smith, Pastor, at Poplar Tent Presbyterian Church in Concord, gave <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of May 22, 2008 <br />(Recessed Meeting), May 27, 2008 (Recessed Meeting), May 29, 2008 (Special <br />Meeting), June 2, 2008 (Work Session) and June 4, 2008 (Recessed Meeting) as <br />written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following additions, deletions and <br />technical corrections to the agenda: <br />Additions: New Business Item G-3 (Commerce Department - Consent <br />Agreement - Crescent Heights Retirement Apartment Project - Request from <br />Applicant to Table until the October 6, 2008 Agenda Work Session), New <br />Business Item G-7 (Board of Elections - Budget Amendment - [One Stop HAVA <br />Grant - $18,015.00]) and New Business Item G-8 (EMS - Budget Amendment [EMS <br />Tool Kit Grant Program - $31,000.00] and Approval of Contract). <br />Deletion: Closed Session Item L-1 (A Closed Session is not needed at <br />this time). <br />Technical Corrections: New Business Item G-1 (Public Hearing Notice - <br />FY 89/09 ROAP Grant - [typographical error]) and Appointments to <br />Boards/Committees Item H-1 (Adult Care Home Community Advisory Committee - <br />[typographical error]). <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the Agenda with the aforementioned <br />changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />on <br />On behalf of the Board, Debbie Bost, Cooperative Extension Director, <br />recognized Christine Barrier, from Cooperative Extension for receiving the <br />National Epsilon Sigma Phi Visionary Leadership Award. <br />Christine Barrier, Cooperative Extension Administrative Secretary, <br />graciously accepted the award, expressed her appreciation and stated it is a <br />privilege and pleasure to serve Cabarrus County. <br />
