September 22, 2008 (Regular Meeting) Page 958 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, September 22, 2008, at 6:30 p.m. Present - Chairman: H. Jay White, Sr. Vice Chairman: Joni D. Juba Commissioners: Robert W. Carruth Coy C. Privette Absent - Commissioner: Grace Mynatt Also present were Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board; and Lyndsay Hayes, Deputy Clerk to the Board. Ms. Dubois substituted for John Day, the County Manager, who was away on county business. Chairman White called the meeting to order at 6:31 p.m. A moment of silence was observed for Jim Johnson, former State Senator and House Representative for Cabarrus County who passed away unexpectedly. Girl Scout Troop 3192 from Eirst Presbyterian Church in Concord conducted the Flag Ceremony. Scouts participating in the ceremony were: Morgan Hunkele, Emma Prager, Emily Zerona, Chloe Phares and Ka ylah McMahus. Jay Smith, Pastor, at Poplar Tent Presbyterian Church in Concord, gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the minutes of May 22, 2008 (Recessed Meeting), May 27, 2008 (Recessed Meeting), May 29, 2008 (Special Meeting), June 2, 2008 (Work Session) and June 4, 2008 (Recessed Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman White reviewed the following additions, deletions and technical corrections to the agenda: Additions: New Business Item G-3 (Commerce Department - Consent Agreement - Crescent Heights Retirement Apartment Project - Request from Applicant to Table until the October 6, 2008 Agenda Work Session), New Business Item G-7 (Board of Elections - Budget Amendment - [One Stop HAVA Grant - $18,015.00]) and New Business Item G-8 (EMS - Budget Amendment [EMS Tool Kit Grant Program - $31,000.00] and Approval of Contract). Deletion: Closed Session Item L-1 (A Closed Session is not needed at this time). Technical Corrections: New Business Item G-1 (Public Hearing Notice - FY 89/09 ROAP Grant - [typographical error]) and Appointments to Boards/Committees Item H-1 (Adult Care Home Community Advisory Committee - [typographical error]). UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and unanimously carried, the Board approved the Agenda with the aforementioned changes. (C) RECOGNITIONS AND PRESENTATIONS on On behalf of the Board, Debbie Bost, Cooperative Extension Director, recognized Christine Barrier, from Cooperative Extension for receiving the National Epsilon Sigma Phi Visionary Leadership Award. Christine Barrier, Cooperative Extension Administrative Secretary, graciously accepted the award, expressed her appreciation and stated it is a privilege and pleasure to serve Cabarrus County.
