<br />WHEREAS, Cabarrus County is rich in natural resources and beauty; and
<br />WHEREAS, water is a basic and essential need for all life; and,
<br />WHEREAS, trash fouls our waterways as well as our landscapes; and,
<br />WHEREAS, every citizen should contribute to keeping our environment clean and
<br />healthy by working together to preserve clean water and the natural beauty of
<br />our surroundings; and,
<br />WHEREAS, North Carolina Big Sweep is a statewide and global community effort
<br />to retrieve trash from North Carolina's waterways and landscapes;
<br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Cabarrus
<br />County, North Carolina, meeting on September 22, 2008, does hereby declare
<br />October 9, 2008 as CABARRUS COUNTY BIG SWEEP 2008 DAY in Cabarrus County, and
<br />does further hereby urge every citizen to do his or her part to restore the
<br />beauty and function of our lakes and streams by volunteering to participate
<br />in the Big Sweep event.

<br />Cabarrus County has been awarded a grant from the N.C. Agricultural
<br />Development and Farmland Preservation for the Sustainable Community
<br />Initiative.
<br />Goals for this agricultural component of a Sustainable Community
<br />include: increased business sales, increased individual farmer sales,
<br />improved farmer profitability and operational efficiency, increased purchase
<br />of community-based foods, increased jobs, leveraged additional funds,
<br />increased consumption of fresh produce, etc.
<br />The idea is that local food strengthens agriculture, connects consumers
<br />with local producers' products, and allows producers to remain economically
<br />viable.
<br />This budget amendment totaling $890,750.00 appropriates the grant
<br />revenue of $675,000.00 the county's cash contribution of $195,750.00 (which
<br />had been set aside in Capital Reserve at the end of last fiscal year) and
<br />private contribution of $20,000.00. Other County in-kind services total
<br />$33,500.00, for a total project budget of $879,250.00.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth
<br />and unanimously carried, the Board adopted the following budget amendment:

<br />DEPARTMENT OF COOPERATIVE EXTENSION
<br />AMOUNT: $890,750.00
<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: Appropriate the NC Agricultural Development & Farmland
<br />Preservation Grant and establish the budget for the Sustainable Community
<br />Initiative. (In-kind funds not included in this budget amendment are:
<br />$30,000.00 in Personnel Services, $1,500.00 in program and office supplies,
<br />$1,000.00 in travel and $1000.00 in-kind from the Farmer's Market). Grand
<br />Total Grant Budget is $879,250.00.
