The motion <br />failed for lack of a second. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt, <br />with Chairman White, Vice Chairman Juba and Commissioners Carruth and Mynatt <br />voting for and Commissioner Privette voting against, the Board voted to place <br />the approval of land acquisition by condemnation of Garrison Property for the <br />New Northwest Area Middle School on the October 20, 2008 Agenda as a Consent <br />item. <br />Finance - Designation of First Hank as an Additional Official Depository for <br />Cabarrus County Banking Aativitiea <br />Pam Dubois, Deputy County Manager, presented information related to a <br />request to designate First Bank as an additional official depository for <br />Cabarrus County banking activities. She stated SMG, the management company <br />for the Cabarrus Arena and Events Center, has requested to make a change to <br />First Bank to provide these services due to better fees and interest earnings <br />on deposits. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place designation of First Bank as an <br />additional official depository for Cabarrus County banking activities on the <br />October 20, 2008 Agenda as a Consent item. <br />Finanae - Temporary Construction and Sewer Line Easements for Cox Mill Hia_h <br />School <br />Pam Dubois, Deputy County Manager, presented a request for temporary <br />construction and sewer line easements for Cox Mill High School. She stated <br />two easements totaling $23,789.80 ($13,613.00 - temporary construction <br />easement; $9,971.80 - sewer line easement) were budgeted under the land line <br />item for the new Cox Mill High School. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the temporary construction <br />and sewer line easements for Cox Mill High School on the October 20, 2008 <br />Agenda as a Consent item. <br />Recess of Meatinq <br />At 5:32 p.m., the Board took a short recess. The meeting reconvened at <br />5:49 p.m. <br />General Services - Request to Purchase Twenty-two (22) Hybrids (4-door) <br />Toyota Camrya <br />Kyle Bilafer, General Services Director, presented information related <br />to the purchase of 22 Toyota Camry Hybrids. He stated bids were received <br />from Town and Country Toyota and Ben Mynatt Chevrolet and that the Board <br />should consider miles per gallon and the carbon footprint of each car. He <br />also responded to questions from the Board related to life expectancy. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried,. the Board voted to recuse Commissioner Mynatt from <br />voting on this item due to her involvement with Ben Mynatt Chevrolet. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba <br />with Chairman White, Vice Chairman Juba and Commissioners Carruth and <br />Privette voting for and Commissioner Mynatt abstaining, the Board voted to <br />place the request to purchase twenty-two (22) hybrids (4-door) Toyota Camrys <br />on the October 20, 2008 Agenda as a Consent item. <br />Sheriff - Temporary Part-Time Civilian Talecommuniaator Positions <br />Don Cummings, Human Resources Director, presented information related <br />to a request for temporary part-time civilian telecommunicator positions at <br />the Cabarrus County Sheriff's Office. He stated these positions are needed <br />to fill full-time slots for two deputies on or about to go on military leave. <br />Mr. Cummings responded to questions from the Board on the deployments. <br />
