October 6, 2008 (Work Session) <br />Page 985 <br />Vice Chairman Juba MOVED to place temporary part-time Civilian <br />telecommunicator positions on the October 20, 2008 Agenda as a Consent item. <br />Commissioner Carruth seconded the motion. <br />Mr. Cummings responded to further questions from the Board and a brief <br />discussion ensued. The following issues were addressed: the use of <br />civilians to fill telecommunicator positions; a feasibility study will be <br />conducted soon and results should be available in the spring; Fair Labor <br />Standards for law enforcement and emergency medical personnel; etc. <br />After discussion, the MOTION unanimously carried. <br />Social Services - Work Eirat Block Grant Plan FY 2010 - 2011 <br />John Day, County Manager, announced that John Eller, the DSS Director <br />is ill and was advised not to attend the meeting. Mr. Day presented <br />information related to a request for the Work Eirst Block Grant Plan FY 2010- <br />2011. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Work First Block Grant <br />Plan FY 2010-2011 on the October 20, 2008 Agenda as a Consent item. <br />Social Services - Cabarrus County Community Child Victimization Council <br />Report <br />John Day, County Manager, stated the report on the Cabarrus County <br />Community Child Victimization Council is for informational purposes only and <br />no action is required. <br />Tax Administration - Request for Approval to Sell Three Residential Lots <br />Obtained Through Foreclosure per N.C.G.S. 105-376(c) <br />Brent Weisner, Tax Administrator, presented information related to a <br />request for approval to sell three residential lots obtained through <br />foreclosure per N.C.G.S. 105-376(c). He stated this is being requested in <br />order to get the parcels back into the tax base. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place approval to sell three <br />residential lots obtained through foreclosure per N.C.G.S. 105-376(c) on the <br />October 20, 2008 Agenda as a Consent item. <br />Tax Administration Records <br />o. <br />Brent Weisner, Tax Administrator, presented information related to the <br />adoption of the July 31, 2008 Edition of the Tax Administration Records <br />Retention Schedule Amendments - (Standards 6, 7 and 9). <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the request for the July <br />31, 2008 Edition of the Tax Administration Records Retention Schedule <br />Amendments - (Standards 6, 7 and 9) on the October 20, 2008 Agenda as a <br />Consent item. <br />Tax Department - Write-off of 1998 Real and Personal Outstanding Taxes for <br />Cabarrus County <br />Brent Weisner, Tax Administrator, presented a request for a write-off <br />of 1998 real and personal outstanding taxes for Cabarrus County totaling <br />$111,621.56 ($51,059.56 - principal). He stated after ten years, collection <br />cannot be enforced. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the write-off of 1998 real <br />and personal outstanding taxes for Cabarrus County on the October 20, 2008 <br />Agenda as a Consent item. <br />Veterans - Request for New Secretary Position for Veterans Service <br />Sharon Eury, Veterans Services Director, presented a request for a new <br />secretary position for Veterans Service. She stated that for the past four <br />years most of Veterans' reception duties were handled by an Emergency <br />Management Department position due to their co-location. Emergency <br />
