October 20, 2008 (Regular Meeting) <br />The Board of Commissioners for the County <br />session in the Commissioners' Meeting Room <br />Governmental Center in Concord, North Carolina o <br />at 6:30 p.m. <br />Page 990 <br />of Cabarrus met in regular <br />at the Cabarrus County <br />n Monday, October 20, 2008, <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Robert W. Carruth <br />Grace Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />The Air Force Junior ROTC from Jay M. Robinson High School in Concord <br />conducted the Elag Ceremony. Students participating in the ceremony were: <br />Cadet Major Dalton Hilfirty, Cadet First Lieutenant Maggie Jones, Cadet <br />Captain Ryan Whitehead, Cadet Second Lieutenant Michael Helms and Cadet Staff <br />Sergeant Jason Bachorski. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave <br />the invocation. <br />Chairman White announced that early voting in Cabarrus County has been <br />very successful. He urged all citizens to take advantage of one-stop voting <br />at one of three locations: the Board of Elections in Concord; the Kannapolis <br />train depot; and the Harrisburg branch of Cabarrus County Public Library. He <br />stated more information can be obtained on the County's website. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of June 16, 2008 <br />(Regular Meeting), June 25, 2008 (Special Joint Meeting) and June 26, 2008 <br />(Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following Supplemental Information to the <br />agenda: <br />Supplemental Information: New Business Item G-3 (N.C. 3 Update - <br />Letter from Fred Wally received October 20, 2008) and New Business Item G-5 <br />(Consent Agreement - Preston Ridge Apartments - E-mail from John Carmichael <br />received October 20, 2008). <br />Commissioner Privette requested the following items be removed from <br />the Consent agenda for discussion: Item F-3 (BOC - Approval of the Cabarrus <br />County Economic Development Grant Program), Item F-8 (Finance - Approval of <br />Land Acquisition by Condemnation of Garrison Property for the New Northwest <br />Area Middle School), Item F-15 (Sheriff's Office - Addition of Two Deputy <br />Positions and Approval of Staffing Study) and Item E-22 (Veterans Services - <br />Request New Secretary Position for Veterans Service). <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />- Recognition <br />Aimee Hawkins, Communications and Outreach Manager, presented the <br />following information related to the County Government 101 class: the class <br />is a part of the Cabarrus Neighborhoods Partners Program; 25 citizens have <br />participated in this session; the classes last for eight weeks; the program <br />educates citizens about county government and about programs offered to <br />citizens by the County. The following class participants were recognized and <br />presented with a county lapel pin: Carl Tyson, Jim Edwards, Phil Clarke, <br />Minnie Mitchell, Windy Russell, William Young, Lynnette Desimone, Patricia <br />
