October 20, 2008 (Regular Meeting) Page 997 <br />SMG has requested to make a change to First Bank to provide these services <br />due to better fees and interest earnings on deposits. As part of G.S. 159- <br />31, the governing board of each local government shall designate as its <br />official depositories one or more banks. The Finance Department is <br />requesting that First Bank be added to the list of the County's official <br />depositories. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved First Bank as one of the official <br />depositories for Cabarrus County. <br />(F-10) Finanae - Temporary Construction and Sewer Line Easements for Cox <br />Mill High School <br />On August 11, 2008, the Cabarrus County Board of Education (BOE) <br />approved the purchase of a Temporary Construction Easement from landowner <br />West Winds Enterprises II, LLC and the condemnation of a Sewer Line Easement <br />from landowner Van Every. The Cabarrus County BOE requests the Cabarrus <br />County Commissioner s to approve the $13,813.00 and $9,971.80 acquisition. <br />The total of $23,789.80 was previously budgeted under the land line item for <br />the new Cox Mill High School. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved the Temporary Construction Easement <br />Agreement between West Winds Enterprises II, LLC, Van Every, Cabarrus County <br />and Cabarrus County Board of Education for Cox Mill High School and <br />authorized the County Manager to execute the Agreement subject to review <br />and/or revision by the County Attorney. <br />(F-11) Finance - Reallocation of School Funded Proieata in FY 2009 Budget <br />In the FY 2009 Budget, the Board allocated $11,260,000.00 towards <br />several school construction projects. Due to some changes in project costs <br />and savings generated on other portions of the projects, it is requested to <br />reallocate these funds. This will cover related costs for the initial school <br />projects and the cancelation cost of the Mount Pleasant Middle School (MPMS) <br />Architect project initially to be funded by Lottery Proceeds. Since the <br />project has been delayed, the funds will be reverted for later use and the <br />County is required to reimburse costs spent to date per the agreement. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved the reallocation of the funds as <br />presented as well as authorized the funding of the reimbursement of <br />$53,685.00 to the Lottery Fund for the canceled Architect Contract for MPMS. <br />The funds will be transferred as needed to the appropriate fund per the <br />current budget ordinance adopted. <br />(F-12) General Services - Request to Purchase Twenty-two (22) Hybrids (4- <br />door) Toyota Camrya <br />The Hybrid RFB (Request for Bids) yielded hybrid bids from Town and <br />Country Toyota and Ben Mynatt Chevrolet. The hybrids we want to purchase are <br />the same make and model that we currently have in the County's fleet which <br />have exceeded expectations for maintenance and gas consumption. In addition, <br />the Toyotas exceed the Chevrolets in the following areas: <br />TOYOTA CAMRY HYBRID VS CHEVROLET MALIBU "MILD HYBRID" <br /> CAMRY MALIBU <br />COST $29,302.00 $22,936.93 <br />MPG 39 29 <br />COST TO DRIVE 25 MILES 2.82 3.31 <br />FUEL TO DRIVE 25 MILES 0.79 0.86 <br />ANNUAL FUEL COST* $1,693 $1,987 <br />Carbon Footprint** 5.9 6.3 <br />Energy Consumption*** 10.1 11.8 <br />*Based on 95~ highway driving, 55$ city driving-gas price $3.89 gallon <br />**Annual Tons of CO2 Emitted <br />***Annual Petroleum Consumption 1 barrel=42 gallons <br />Funding is included in the FY 09 budget for this purchase and the bids <br />were slightly under budget. <br />BID TABULATION <br />
