November 17, 2008 (Regular Meeting) Page 1045 <br />The State Criminal Assistance Program is a grant which covers the costs <br />for incarcerating undocumented criminal aliens with at least one felony or <br />two misdemeanor convictions for violations of State or local law, and <br />incarcerated for at least four consecutive days during the reporting period. <br />The Sheriff's office was awarded $52,845.00 from this program. The funding <br />will be utilized to purchase radio communications equipment for the county <br />jail. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OE SHERIFF'S OFFICE <br />AMOUNT: $52,895.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: The 2008 State Criminal Alien Assistance Awards (SCAAP) <br />will be used to purchase radio equipment for the county jail. <br />Account No. <br />00162110-6352 <br />SCAAP Revenue <br />00192110-9853 <br />SCAAP Expense <br />$0.00 <br />Increase Decrease Revised Budget <br />$52,895.00 $52,895.00 <br />$52,895.00 $52,895.00 <br />(F-9) Solid Waste - Budget Amendment (Disposal Tax - $106,000.00) <br />This budget amendment appropriates revenue and expense accounts to <br />manage the Solid Waste Disposal tax pursuant to the provisions of S.B. 1492. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF SOLID WASTE <br />AMOUNT: $106,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Solid Waste Disposal Tax ($2.00 per ton) collected by <br />the county and sent to NCDENR under provisions in S.B. 1992. <br />Annnnnt Nn <br />27069610-6646 <br />Landfill Tax Remitt. <br />27099610-9996 <br />Landfill Tax Remitt. <br />Increase Decrease <br />$106,000.00 <br />$0.00 $106,000.00 <br />$106,000.00 <br />(F-10) Solid Waste - Proposed Landfill Expansion and Tipping Fee Increase <br />If the Landfill is to remain operational past June/July 2010, then an <br />expansion will be necessary. This will allow C and D waste to be collected <br />until 2014. Funding for the expansion would come from increased tip fees. <br />The initial increase would raise current fees from $27.00 to $30.00 per ton <br />through 2010. Attached is a five-year cost analysis detailing the project as <br />well as a revised Fee Schedule. Also, a budget amendment appropriating the <br />additional revenue anticipated for the remainder of the fiscal year is <br />included. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the C and D landfill expansion, <br />revised fee schedule effective January 1, 2009 and adopted the following <br />budget amendment: <br />FEE SCHEDULE EFFECTIVE JANUARY 1, 2009 <br />CONSTRUCTION AND DEMOLITION (C&D) WASTES <br />• $30.00 per ton/$30.00 minimum charge (maximum charge $240.00 per roll <br />off truck load 40 yards or less) <br />• $25.00 flat rate per load weighing between 501 and 1999 lbs. <br />• $13.00 flat rate per load weighing up to 500 lbs. <br />• Uncontaminated Yard Waste $30.00 per ton <br />• Mixed Debris - $35.00 per ton <br />• Special Handling Charge - $30.00 per load <br />Present <br />Approved Budget <br />$0.00 <br />Present <br />Approved Budget <br />$0.00 <br />Revised Budget <br />$106,000.00 <br />
