December 15, 2008 (Regular Meeting) Page 1080 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 15, 2008, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Girl Scout Brownie Troop 323 from First Presbyterian Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Adellah McManus, Kate Prager and Kara Hunkele. <br />Reverend J. Ruth Davis of Zion Wesley AME Zion Church in Mt. Pleasant <br />gave the invocation. <br />A moment of silence was observed for Gene McComb's granddaughter, <br />Lindsay Hyson of Waynesboro, Virginia, who passed away on December 11, 2008. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the minutes of October 6, 2008 <br />(Work Session), October 8, 2008 (Parking Lot Meeting) and October 20, 2008 <br />(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following addition and supplemental <br />information to the agenda: <br />New Business Item: G-8 - Finance - Budget Amendment (Wallace Property <br />- Appropriation of Funds for First Payment - $190,000.00) <br />Supplemental Information: New Business Item G-1 - (Revisions to the <br />Flood Plain Damage Prevention Ordinance - Revised Ordinance [Black and White <br />/ Color]), New Business Item G-6 - (Human Resources - 2008 Compensation <br />Review - Amended Memorandum), New Business Item G-7 - (Multipurpose Room <br />Renovations - Award of Contract to G.W. Liles Construction Co., Inc. - Bid <br />Tabulation), and Appointments Item H-7 - Miscellaneous Boards and Committees <br />- Revised Excel Spreadsheet) <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Agenda with the aforementioned <br />changes. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Recognition of Marie Pless for Her Years of Service on the Nursing <br />Home Community Advisory Committee <br />On behalf of the Board, Commissioner Carruth presented a plaque to <br />Marie Pless in recognition of more than 15 years of service on the Nursing <br />Home Community Advisory Committee. <br />Ms. Pless accepted the plaque and expressed appreciation for the <br />recognition. She also encouraged citizens to volunteer for the Nursing Home <br />Community Advisory Committee. <br />(C-2) Finance - Distinguished Budget Presentation Award <br />Kalesha Kennedy, Budget and Performance Manager, recognized the Finance <br />Department, especially Loretta Lee, Budget and Performance Manager, who <br />recently retired and Becky Crabtree, Budget Analyst, for receiving the <br />Distinguished Budget Presentation Award granted by the Government Finance <br />Officers Association of the US and Canada (GFOA) for its Fiscal Year 2008-09 <br />
