December 15, 2008 (Regular Meeting) <br />Page 1112 <br />(H-1) Appointments - Cabarrus County Department o£ Aging Advisory Board <br />Appointments are needed to replace several members of the Department of <br />Aging Advisory Board with expired terms: Ben Lowder, Jack Moore, Scott <br />Barringer and Cecilia Aube. Ms. Aube is interested in serving another term. <br />The Department of Aging Advisory Board recommends the appointment of the <br />following citizens: Betty Barnhardt, Dallene Dillard and Mike Plowman for <br />three-year terms ending December 31, 2011; and the reappointment of Cecilia <br />Aube for a three-year term ending December 31, 2011. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Betty Barnhardt, Dallene Dillard <br />and Mike Plowman to the Department of Aging Advisory Board for three-year <br />terms ending December 31, 2011 and reappointed Cecilia Aube for a three-year <br />term ending December 31, 2011. <br />(H-2) Appointments - Criminal Justice Partnership Program <br />N.C.G.S. 143B-273.10(1) requires the appointment of a county <br />commissioner to serve on the Criminal Justice Partnership Program. <br />Commissioner Privette has served on this committee since 2009 and his term <br />expired in April. CJPP plans to meet at noon in the Grand Jury Room on the <br />following dates in 2009: February 20, May 15, August 21, and November 20. <br />Further, Catherine Combs, CJPP Chair, reports that Judges Spainhour and <br />Knox were contacted and are willing to serve another term. Both of these <br />positions are statutorily required and an exception to the length of service <br />provision of the Appointment Policy is needed in order to reappoint Judge <br />Spainhour. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board reappointed Judge Knox to the Criminal <br />Justice Partnership Program (CJPP) for a two-year term ending April 30, 2010. <br />By the same vote, the Board granted an exception to the length of service <br />provision of the Appointment Policy and reappointed Judge Spainhour to the <br />CJPP for a two-year term ending April 30, 2010. <br />(H-3) Appointments - Juvenile Crime Prevention Council (JCPC) <br />Loretta Lee served as the County Manager's designee to the Juvenile <br />Crime Prevention Council (JCPC). Due to Ms. Lee's retirement, the County <br />Manager would like to designate Ms. Kalesha Kennedy, the County's new Budget <br />and Performance Manager, to the JCPC to complete Ms. Lee's unexpired term. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Kalesha Kennedy as the County <br />Manager's designee to the JCPC to complete an unexpired term ending September <br />30, 2009. <br />(H-4) Appointments - Social Services Board <br />An appointment to the Social Services Board (SSB) is needed to fill a <br />county-appointed position formerly held by Joni D. Juba. The SSB meets on <br />the fourth Tuesday of each month at 4:00 p.m. in the Human Service Center <br />Board Room. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Chairman White to the Cabarrus <br />County Social Services Board for a two-year term ending December 15, 2010. <br />Note: Action on this item was included as part of Item (H-7), <br />Appointments to Miscellaneous Boards and Committees. <br />(H-5) Appointments - Tourism Authority <br />Former County Commissioner Joni D. Juba was appointed to the Tourism <br />Authority as an at-large member in 2006 for a three-year term ending June 30, <br />2009. Since Mrs. Juba is no longer an elected official, the appointment of a <br />County Commissioner is needed to fill this position in accordance with <br />Session Law 1999-97, Section 2(a)(1). <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Chairman White to the Tourism <br />Authority to complete an unexpired term ending June 30, 2009 and for a <br />subsequent three-year term ending June 30, 2012. <br />
