January 19, 2007 (Recessed Meeting - Retreat) <br />Page 222 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Helms Dining Hall at Camp T. N. Spencer Park, 3155 Rimer Road, <br />Concord, North Carolina, on Friday, January 19, 2007, at 1:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to <br />the Board; Aimee Hawkins, Communications and Outreach Manager; and David <br />Baxter, Channel 22 General Manager. <br />Phil Boyle with Leading and Governing Associates facilitated the <br />meeting. <br />Reporter Victoria Cherrie of THE CHARLOTTE OBSERVER (Cabarrus <br />Neighbors) also attended the meeting. <br />Chairman Carruth called the meeting to order at 1:56 p.m. <br />Introduction <br />Phil Boyle with Leading and Governing Associates introduced himself. <br />Purpose and Goals <br />Mr. Boyle reported the purpose and goals for the retreat it to create a <br />living document that can help organize and focus the work of county <br />government; to engage in a collaborative planning process; to refine the <br />mission, vision, core values, and guiding principles of county government; <br />and to identify 3-5 core goals for county government. <br />Mission 6 Core Values - Developing a Shared Understanding of County <br />Government <br />Next, Mr. Boyle led the Board through a series of questions to explore <br />the Board's understanding of county government - what it does and what are <br />its beliefs and values. The questions were as follows: <br />1. What does the county do and how does it behave? <br />Board responses included the following: advocates for citizens to the <br />state; allocates funds; assesses, evaluates, and measures success; <br />communicates; create laws and policy; creates a positive climate; creates <br />structure; educates; funds programs, projects, and services; listens; <br />monitors; negotiates; oversees; preserves; protects; provides clear and <br />accurate information; provides services; represents the interests of the <br />county as a whole; responds; serves as an arm of the state; serves as the <br />"front porch" for the county; serves everyone; and sets direction. <br />2. Based on what the county does, what does the county believe in <br />and what are the county's core beliefs? <br />Board responses included the following: being business-like; being open <br />and transparent; being orderly; demonstrating integrity; embracing diversity; <br />including everyone - everyone has value; operating responsibly; respecting <br />individual rights and beliefs; and working with others. <br />3. Based on what the county does and believes in, what does it stand <br />for and what does it value? <br />Board responses included the following: civility; collaborative; <br />continuity; credible; efficient; fairness; future-oriented; humor; inclusive; <br />individuals; integrity; openness; preparation; respectful; responsible; <br />responsive; self-determination; and trustworthy. <br />9. Why does Cabarrus County Government exist and what is county <br />government's purpose? <br />Board members drafted the following mission statement: "Through <br />visionary leadership and good stewardship, we will administer state <br />
