February 5, 2007 (Work Session) <br />The Board of Commissioners for the County of Cabarrus met <br />Work Session in the Multipurpose Room at the Cabarrus County <br />Center in Concord, North Carolina on Monday, February 5, 2007, at <br />Present - Chairman: Robert W. Carruth <br />Commissioners: Coy P. Privette <br /> H. Jay White, Sr. <br />Absent - Vice Chairman Joni D. Juba <br />Commissioner: Grace M. Mynatt <br />Page 250 <br />for an Agenda <br />Governmental <br />3:30 p.m. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Kay Honeycutt, Clerk to the Board. <br />Vice Chairman Juba was absent due to illness and Commissioner Mynatt <br />was out of town on business. <br />Chairman Carruth called the meeting to order at 3:37 p.m. Commissioner <br />Privette gave the invocation. <br />Consent Agreements £or the Hawthorne, Rustic Canyon and The Pointe at St. <br />Andrews Subdivisions <br />Kassie G. Watts, Planner, presented consent agreements for the <br />following subdivisions: Hawthorne, Rustic Canyon and The Pointe at St. <br />Andrews. <br />Jonathan Marshall, Commerce Director, responded to several questions <br />from the Board concerning school capacity. <br />There was a brief discussion on the School's ability to project school <br />capacity including the purchase of software that will allow the Schools to <br />project capacity more quickly. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the Consent Agreements for <br />the following subdivisions on the February 19, 2007 Agenda as New Business <br />items: Hawthorne, Rustic Canyon and The Pointe at St. Andrews. <br />Road Maintenance <br />Chairman Carruth asked the Board if they had received a letter from Mr. <br />Steve Holstein of Rocky River Road concerning road maintenance standards and <br />the North Carolina Department of Transportation (NCDOT). Chairman Carruth <br />reported Mr. Holstein has been trying to get NCDOT to take over the <br />maintenance on the road where he lives. However, he said the road does not <br />meet NCDOT standards. <br />Jonathan Marshall, Commerce Director, reported roads built after 1975 <br />must meet, or be brought up to meet NCDOT standards, including road paving. <br />He said the only roads NC DOT will take over and maintain are ones that were <br />built prior to 1975. <br />Chairman Carruth asked how difficult it would be to identify all the <br />unimproved roads within the county and does the County have any obligation to <br />get the roads brought up to standards for public safety. <br />Mr. Marshall reported many of the sL <br />prior to the adoption of the Subdivision <br />said were built to NC DOT standards but <br />stated the County looked at an assessment <br />the road project up front and charge the <br />he said most residents are not in favor of <br />bstandard roads were built in 1978, <br />Ordinance in 1979. Some roads he <br />have deteriorated over time. He <br />system where the County would fund <br />residents an assessment. Finally, <br />assessments. <br />In response to a question from the Board on .the amount of time it would <br />take to identify all the unimproved roads, Mr. Marshall reported the project <br />would be very time consuming and that Ritchie Hearne, District Engineer with <br />NCDOT, believes the DOT could oversee the project if the County was willing <br />to fund the project. He said NCDOT would determine the type of improvements <br />needed, bid the project out and oversee construction. The County he said <br />would provide the funding and manage the assessment. <br />
