February 5, 2007 (Work Session) Page 251 <br />There was a general consensus by the Board that the County is not in a <br />position to champion this issue at this time. <br />Adoption of CommunitvDevelopment Block Grant (CDBG) Plana and Programs for <br />Scattered Site Housing Grant <br />Kelly Sifford, Community Development Manager, presented the plans and <br />programs associated with the CDBG scattered site housing grant. She reported <br />adoption of the following plans and programs is required in order to receive <br />the federal funding: Equal Opportunity, Fair Housing, Anti-Displacement <br />policies, Section 3, etc. <br />Ms. Sifford responded to several questions from the Board. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the CDBG plans and programs <br />for the CDBG Scattered Site Housing grant on the February 19, 2007 Agenda as <br />a Consent item. <br />of Centralina Council of <br />Kelly Sifford, Community Development Manager, reported Stark <br />Associates, a consultant firm, has administered the County's Scattered Site <br />Program in the past, but the firm has decided not to accept any more grants. <br />She recommended the County contract with the Centralina Council of <br />Governments (COG) to administer the grant. Of the four proposals received, <br />she reported one company did not have' any experience administering federal <br />grant programs and although the others were qualified, they did not have as <br />much grant experience ,as the COG. She further reported Centralina was asked <br />to submit a full proposal, but since a sizable portion of the grant <br />application has already been completed, the COG was asked to prepare a <br />revised proposal and some of the services and costs were reduced. Finally, <br />she reported the cost is $3, 500.00 and 15 member hours; the cost would be <br />reimbursed by the grant and that a second contract will be needed when the <br />grant is awarded. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the selection of Centralina <br />Council of Governments (COG) to administer the CDBG Scattered Site Housing <br />Program on the February 19, 2007 Agenda as a Consent item. <br />Appointment of CDBG Selection Advisory Committee <br />Kelly Sifford, Community Development <br />appoint a selection committee that has <br />participating jurisdictions for the <br />Rehabilitation Program. She said the sug <br />knowledge of their respective communities <br />into the selection process. <br />Manager, reported the County must <br />representation from each of the <br />CDBG Scattered Site Housing <br />Bested appointees have significant <br />and can provide objective insight <br />Jonathan Marshall, Commerce Director, explained Cabarrus County is able <br />to share the community development funds throughout the county to include <br />Midland, Mt. Pleasant and Harrisburg. However, he said Kannapolis and <br />Concord are entitlement communities; they get their own funding and are not <br />covered under this program. <br />Ms. Sifford identified the suggested appointees as: Wayne Criminager, <br />Town of Harrisburg; Nancy Boyden, Town of Midland; Joe. Ellington, Town of Mt. <br />Pleasant; Lynn Roberts, Cabarrus County; Kelly Sifford, Cabarrus County; and <br />the COG representative: <br />Ms. Sifford and Mr. Marshall responded to questions from the Board and <br />commented on concept of entitlement funding. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the appointments to the <br />CDBG Selection Advisory Committee on the February 19, 2007 Agenda as a <br />Consent item. <br />2004 CDBG Scattered Bite Houainc_ Rehabilitation Program Close-out Public <br />Hearing <br />Kelly Sifford, Community Development Manager, stated the County must <br />hold a public hearing to close out the 2009 CDBG Scattered Site Housing <br />Program and that all program funds were expended. <br />
