A general location on a map and approximate number of dwelling units by <br />size (number of bedrooms) that will be demolished or converted to a use <br />other than as low/moderate-income dwelling units as a direct result of <br />the assisted activity; <br />3. A time schedule for the commencement and completion of the demolition <br />or conversion; <br />9. The general location on a map and approximate number of dwelling units <br />by size (number of bedrooms) that will be provided as replacement <br />dwelling uni':s. <br />5. The source Of funding and a time schedule for the provision of the <br />replacement units; and <br />6. The basis for concluding that each replacement dwelling unit will <br />remain a low/moderate-income dwelling unit for at least 10 years from <br />the date of initial occupancy. <br />The County will provide relocation assistance, as described in 29 CFR <br />570.606(b)(2), to each low/moderate-income household displaced by the <br />demolition or housing or by the conversion of a low/moderate-income dwelling <br />to another use as a direct result of assisted activities. <br />Consistent with the goals and objectives of activities assisted under the <br />act, we will take the following steps to minimize the displacement of persons <br />from their homes: <br />1. No housing unit will be demolished that, after inspection, has been <br />found to be in such structural condition that it can be repaired for <br />$25.00 per square foot up to a maximum of $25,000 per structure. <br />2. Program. The CDBG Program provides funds to local governments <br />on a competitive basis. The funds must be used for projects which benefit <br />low-and-moderate-income persons and aids in the provision of employment <br />opportunities. The prpgram is intended to assist governments in undertaking <br />economic development programs. The regulations give ultimate responsibility <br />for the design and implementation of the program to local elected officials <br />and also requires that citizens be given an opportunity to serve in key <br />advisory roles to these elected officials. <br />ADVISORY COMMITTEE <br />To insure that local residents are given a full opportunity to participate in <br />the program, a CDBG Scattered Site Housing Rehabilitation Committee wil.i be <br />established to function in an advisory capacity to the governing board <br />regarding program design, implementation and assessment. This five (5) member <br />committee comprised of elected or appointed representatives from each <br />jurisdiction. Members will be appointed by the Cabarrus County Board of <br />Commissioners. Of particular interest is obtaining representation of low-and <br />moderate-income persons, members of minority groups, the elderly and' <br />handicapped. <br />SCOPE OF CITIZEN PARTICIPATION <br />Citizens will be involved in all stages of the CDBG program, including <br />application, program implementation, amendments, closeout, assessment of <br />performance and design of changes in the Plan. There will be three (3) <br />general mechanisms for their involvement: (1) the Advisory Committee; (2) <br />public. hearings and ad hoc community meetings; and (3) individual citizen <br />
