The committee is required to have <br />representation from all participating jurisdictions. <br />UPON MOTION of Commissioner White, seconded by Corruni.ssioner Privette <br />and unanimously carried, the Board approved the appointments of CDBG <br />Selection Advisory Committee members as follows: Wayne Krimminger, <br />Harrisburg; Nancy Boyden, Midland; Joe Ellington, Mount- Pleasant; Lynn <br />Roberts, Cabarrus County; and Kelly Sifford, Cabarrus County Community <br />Development Manager. <br />(F-16) Stream Restoration Project Off Harris Road - Approval of Memorandum <br />of Agreement <br />The NC Ecosystem Enhancement Program (EEP) has proposed a stream <br />restoration project for a section of stream between Harris Road Middle School <br />and the elementary school being constructed to replace Odell Elementary. The <br />property is owned by Cabarrus County. The project will entail returning the <br />stream to its natural layout, elimination of non-native plants, and re- <br />planting. EEP will be responsible for all work and for maintenance of the <br />project for the first five years. The Board of Education will hear a <br />presentation about this at its February 12, 2007, meeting. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Memorandum of Agreement <br />between Cabarrus County and NC Ecosystem Enhancement Program (EEP). <br />d Award to C. <br />Renovations at <br />There were three bids on the renovation project for the Historic <br />Courthouse. C.M. Black Construction Company was the low bidder at <br />$226,926.00. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board accepted the bid from C.M. Black <br />Construction totaling $226,996.00 for renovations at the Historic Courthouse <br />and authorized the County Manager to execute the contracts. <br />of <br />Staff recommends selecting the Centralina Council of. Government to <br />administer the CDBG Scattered Site Housing program for Cabarrus County. <br />Centralina has extensive experience with administering thisprogram in other <br />jurisdictions. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the selection of the Centralina <br />Council of Government! (COG)to administer the CDBG program contingent upon <br />receipt of grant funding and a definitive contract being reached. Further, <br />the Board authorized the County Manager to execute the contract on behalf of <br />the County. <br />(F-19) Approval of the Fit Community Grant Application <br />Cabarrus County .Parks and Recreation in collaboration with Cabarrus <br />Health Alliance; Concord, Kannapolis, and Harrisburg Parks and Recreation; <br />Town of Mt. Pleasant; and Northeast Medical Center wish to apply for a Health <br />and Wellness Trust Fund Grant. The grant will provide funding for a 2-year <br />P/T temporary position in the Parks and Recreation Department ($30K each <br />year), for the development of a Wellness Council and active living guide, <br />
