February 20, 2007 (Recessed Meeting) Page 283 <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br /> session in the Cabarrus Room at the Cabarrus Arena & Events Center in <br /> Concord, North Carolina on Tuesday, February 20, 2007 at 5:30 p.m. <br /> Present - Chairman: Robert W. Carruth <br /> Vice Chairman: Joni D. Juba <br /> Commissioners: Grace M. Mynatt <br /> Coy C. Privette <br /> H. Jay White, Sr. <br /> Also present were John D. Day, County. Manager; Richard M. Koch, County <br />' Attorney; Mike <br />Manager; Lori Downs, Deputy <br />Hinson, Deputy County Manager; <br />Clerk to the Pam Dubois, Deputy County <br />Board; and Aimee Hawkins, <br /> Communication & Outreach Manager . <br />There were approximately 45 to 50 people in attendance including <br />representatives from the Municipalities, Kannapolis City and Cabarrus County <br />Schools, Department of Social Services, Cabarrus Health Alliance, Cabarrus <br />County Department of Aging, and Piedmont Behavioral Healthcare. <br />Reporter Eric Defines of THE INDEPENDENT TRIBUNE also attended the <br />meeting. <br />Phil Boyle with Leading and Governing Associates facilitated the <br />meeting. The purpose of this summit was to convene county governing and <br />advisory boards to discuss the Cross-Cutting planning initiative, <br />expectations, success factors, potential barriers, and next steps. All <br />participants agreed that the initiative supports their boards' missions. <br />Call to Order <br />Following dinner, Chairman Carruth called the meeting to order at 6:15 <br />p.m. with opening comments on the purpose of the summit and what future steps <br />might be for Cabarrus County. <br />Phil Boyle, Facilitator, gave a brief report on the events leading up <br />' to the summit. <br />Mr. Bo}%le reviewed the proposed vision statement, goals and indicators <br />created by the Board as follows: "Residents of Cabarrus County achieve the <br />highest levels of health, safety, wealth and education." <br />GOALS: <br />HEALTH <br />Goal: All residents achieve their life expectancy based on their birth <br />year. Indicator: Weight/Obesity <br />WEALTH <br />Goal: All residents achieve economic self-sufficiency. Indicator: <br />State Median Income <br />EDUCATION <br />Goal: All residents are prepared to enter the workforce or continue <br />their education. Indicator: Literacy Rate (broadly defined) <br />SAFETY <br />Goal: All residents are safe at home, work and play. Indicator: <br />Substance Abuse <br />Next, Mr. Boyle asked the participants the following questions: <br />1. How does this initiative relate to your Board's mission and what <br />' would you like to see result from this effort? <br />2. What factors are most important to the success of this effort and <br />what barriers or obstacles might make it difficult to move <br />forward on this initiative? <br />3. What questions or concerns do you have and what next steps would <br />you suggest? <br />Participant's responses included the following: <br />1. Better communication; physical activities for older citizens; <br />funding and facilities for parks and recreation; health center for <br />
