March 12, 2007 (Work Session) Page 288 The Board of Commissioners for the County of Cabarrus met for an Agenda Work Session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 12, 2007, at 3:30 p.m. Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Grace M. Mynatt Coy C. Privette H. Jay White, Sr. Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to the Board. Chairman Carruth called the meeting to order at 3:39 p.m Commissioner Privette gave the invocation. ve 6 Ryan Mc Daniels, Director of Cabarrus Economic Development Corporation (EDC), presented a request for an Industrial Development Incentive Grant by Carolina Tractor & Equipment Company, pursuant to the Industrial Development Incentive Grant program guidelines, as amended on July 10, 2006. He reported the company currently operates in Mecklenburg County, but plans to relocate its corporate headquarters to a 50,000 square foot facility on a 55-acre track at the corner of Dorita and Poplar Tent Roads in Concord. He said the projected investment of Phase I is $6.5 million includes the creation of approximately 100 new jobs to Cabarrus County. Based on the anticipated investment, he said $90,950.00 in taxes would be paid in the first year of the grant; $39,000.00 would be rebated to the company with the County netting approximately $6,142.50 of additional tax revenue. He said the proposed grant would end in the fourth year with the County netting $40,950.00 in additional tax revenue. Finally, he reported the EDC Board of Directors approved the incentive grant request and asked that a public hearing be scheduled. Mr. Mc Daniels responded to a variety of questions from the Board. There was a brief discussion on the incentive grant request. UPON MOTION of Vice Chairman Juba, seconded by Commissioner White and unanimously carried, the Board voted to place the request for an Industrial Development Incentive Grant for Carolina Tractor and Equipment Company on the March 26, 2007 Agenda as a New Business item and scheduled a public hearing at 6:30 p.m. Fishertown Sewer Project Ms. Bettye Cannon along with several citizens from the Fishertown community requested the County's assistance with the continuation and completion of a sanitary sewer project that began in 1985 and continued through 1989. She reported approximately one-half of the residents of Fishertown and Princeton Park are without sewer service with some residents paying a monthly sewer fee but do not have sewer service. She responded to numerous questions from the Board on cost, annexation, etc., and reported the estimated cost to complete the project is approximately $2 million, according to Kannapolis officials. The Board asked Kelly Sifford, Community Development Manager, to report on what would be involved for the County to apply for an infrastructure grant. There was general discussion on the sewer project. Items addressed included the following: (1) the annexation of other communities by Kannapolis; and (2) would the project have a better chance of being funded with grant dollars if it were annexed into Kannapolis. Another Fishertown resident reported ninety-eight percent of the community voted years ago to be annexed by Kannapolis, but it never happened. She said the community is still not opposed to being annexed into Kannapolis, if it means they will get sewer services.
