(F-S) Finance Department - Budget Amendment (Decrease the Justice Center Construction Fund) UPON MOTION of Commissioner White, seconded by Commissioner Privette and unanimously carried, the Board adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF FINANCE AMOUNT: $986,218.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: On February 22, 2007, Certificates of Participation (COPS) were issued for the construction of the Sheriff's Office. The amount of the proceeds from the COPS and the Legal Expenses associated with the financing were less than the original budgeted amount. This budget revision will adjust the Proceeds from COPS and the Legal Expense line items to their actual amounts. General Assembly in the last session approved a non-recurring increase in the amount of State Aid to Public Libraries for FY2007. The increase for the Cabarrus County Public Library is $10290.00. These funds will be used as follows: Harrisburg Library - install magnetic fire-door catches on two doors, install in-wall book/media return, additional telephone. Concord Library - purchase several items of equipment including CD/DVD cleaning unit, furniture items and book carts. These funds are non- recurring and will not be available in FY08. It is further estimated that the annual recycling cost may be up to $115,000.00 which has been included in the budget. Funding is provided by the State. UPON MOTION of Commissioner White, seconded by Commissioner Privette and unanimously carried, the Board approved the contract between Cabarrus County and U S Tire Recycling for a three-year term in an amount up to $395,000.00 and authorized the County Manager to execute the contract subject to review and/or revisions by the County Attorney.
