March 26, 2007 (Regular Meeting) Page 309 <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF DEPUTY COUNTY MANAGER <br />AMOUNT: $ 24,002.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: This budget amendment is to appropriate Justice <br />Assistance Grant (JAG) funds in the amount of $29,002. These funds will be <br />received from the US Department of Justice Edward Byrne Memorial Grant <br />Program. The Sheriff's Office will be able to purchase a bullet recovery. <br />system for the firing range. The system will eliminate the need for officers <br />to transport seized guns back and forth from the National Integrated <br />Ballistics Identification Network in Hickory. In the future, test firings of <br />seized weapons, fired bullets and casings can be shipped to Hickory for <br />examination. <br /> Present <br />Account No. Ap proved Budg et Increase Decrease Revised Budget <br />00162110-6361-JAG $548 .00 $29,002.00 $29,550.00 <br />Office of Justice - JAG Grant Revenue <br />00192110-9361-JAG $548 .00 529,002.00 $29,550.00 <br />Office of Justice - JAG Grant Expense <br />(F-12) Resolution Authorizing the County Manager to Execute Memorandums o£ <br />UPON MOTION of Commissioner White,. seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the resolution authorizing the <br />County Manager to execute Memorandums of Agreement and Grant Applications as <br />follows: <br />Resolution No. 2007-06 <br />RESOLUTION AUTHORIZING THE COUNTY NANAGER TO SIGN MEMORANDUMS OF AGREEMENT <br />AND GRANT APPLICATIONS <br />Whereas, Cabarrus County applies for grants to be received from various <br />State and Federal sources; and, <br />Whereas, these grants must meet strict Federal and State guidelines for <br />use in accordance with Federal, State and local strategies; and, <br />Whereas, these grants are funded at 100 percent, with no county funds <br />being used; and, <br />Whereas, Memorandums of Agreement and Grant Applications between <br />Cabarrus County and the Grantor must be signed for acceptance of these <br />grants; and, <br />Whereas, these agreements must be executed within 30 days of receipt on <br />some grants; and, <br />Whereas, no expenditures can be made until a budget amendment is <br />approved by the Cabarrus County Board of Commissioners; <br />Now, therefore, be it resolved by the Cabarrus County Board of <br />Commissioners that the County Manager is authorized to sign Memorandums of <br />Agreement and Grant Applications between Cabarrus County and various State <br />and Federal sources for the receipt of grant funds. <br />Signed this the 26`h day of March,, 2007. <br />/s/ Joni D. Robinson High School <br />BFI and Philip Morris are working together on a project. to supply <br />methane gas for use in Philip Morris' daily operations. The gas will be piped <br />from the BFI Landfill to the Philip Morris facility. This will require a 10' <br />easement across school property which is owned by Cabarrus County. In past <br />actions where land rights were sold at a school property, the revenues from <br />those sales were budgeted for use at the affected school.
