April 2, 2007 (Work Session) Page 321 <br />The Board o£ Commissioners £or the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 2, 2007, at 3:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 3:39 p.m. <br />Commissioner White gavethe invocation. <br />Commissioner Grace Mynatt arrived at 3:49 p.m. and was present for the <br />remainder of the meeting. - <br />Cabarrus Health Alliance Accomplishments for 2006-2007 <br />Carolyn Carpenter, the Board's designee on the Public Health Authority, <br />reviewed the 2006-2007 accomplishments of the Health Alliance as presented in <br />the March 26, 2007 Agenda. <br />Charles Phillips, Public Health Authority Chairman, and Phred <br />Pilkington, Health Alliance Director were also present. They responded to <br />several questions from the Board on the amount of funding spent on Medicaid <br />for illegal immigrants and the availability of office space at the North <br />Carolina Research Campus for the Health Alliance. <br />TIF (Tax Increment Financing) - Public Comments <br />Chairman Carruth stated public comments on the TIF would be taken later <br />in the meeting unless there were citizens in attendance that could not wait <br />until the end of the meeting. He further stated citizens that did not get an <br />opportunity to speak at Monday night's meeting would be given priority this <br />evening. None of the citizens that had signed up to speak at Monday night's <br />meeting were present. The two remaining speakers agreed to wait until the end <br />of the meeting to make their comments. <br />slation North Carolina General Assembly House DRH80251-LMx-33 <br />Marlyn Burns of Hunters Trace Drive introduced Norman Anderson, a <br />resident of River Ridge and asked the Board to oppose House Bill No. <br />DRH80251-LMx-33. She said the local newspaper reported Mike Legq, Kannapolis <br />City Manager, wants to install a water tower to support future development in <br />the Odell area. She pointed out the schools in the Odell area are at a <br />critical point and further dense development will not make the school <br />situation better. <br />Mr. Anderson also asked the Board not to support the legislation. He <br />said many of the neighbors had moved to Odell to get out of Kannapolis. <br />Ms. Burns responded to several questions from the Board. <br />After a general discussion, the Board agreed to contact the local <br />legislative delegation to determine the rational for the proposed <br />legislation. <br />Commissioner Privette suggested the Board ask the legislative <br />delegation to postpone its consideration of this bill until after the April <br />16, 2007 Board of Commissioners' meeting. <br />There was further discussion. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the proposed legislation <br />(House DRH 80251-LMx-33) on the April 16, 2007 Agenda as a New Business item. <br />By consensus, the Board authorized Chairman Carruth to draft a letter <br />to Representative Johnson and the Committee Chairman asking that no action be <br />
