April 2, 2007 (Work Session) Page 322 <br />taken on the proposed legislation until after the April 16, 2007, Board of <br />Commissioners' meeting. <br />Ryan McDaniels, Cabarrus Economic Development Corporation, requested a <br />public hearing be scheduled on April 16 to consider an Industrial Development <br />Incentive Grant request by MRN Radio, a wholly owned subsidiary of <br />International Speedway Corporation. He said the company is considering <br />relocating its operations from Daytona to an existing building on Akins Drive <br />in Concord. He reported the company plans to invest $1.8 million in new <br />equipment/upfit and bring 35 additional jobs to the County with a total of 50 <br />to 60 employees by 2010. He reported the company will pay $11,000.00 in new <br />taxes; receive a rebate of $9,600.00 with the County netting $1,700.00 <br />annually. He said the proposed incentive grant will end in the fourth year <br />with the County receiving $11,000.00 in additional tax revenue annually. <br />Mr. McDaniels responded to a variety of questions from the Board. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the request for an Industrial <br />Development Incentive Grant for MRN (Motor Racing Network) Radio on the April <br />16, 2007 Agenda as a New Business item and scheduled a public hearing at 6:30 <br />p.m. <br />Workers' Compensation Insuranea for the EMS Medical Director <br />Pam Dubois, Deputy County Manager, reported Cabarrus County's EMS <br />Department is required to have a Medical Director for oversight of the EMS <br />program pursuant to NC Administrative Code. She reported the Medical <br />Director has asked to be covered under the County's Workmen's Compensation <br />policy when he is providing service directly to the County. She said the <br />County's practice has been to pay the Director as a contract employee which <br />is not covered by the Workers' Compensation policy. She requested a 9103 <br />(part-time employee without benefits) be created to cover the Medical <br />Director under the County's workers' compensation policy. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the request to establish a <br />9103 position to cover the Medical Director under Workers' Compensation <br />Insurance on the April 16, 2007 Agenda as a Consent item. <br />Budget Amendment - Reduction in Lottery Proceeds <br />Pam Dubois, Deputy County Manager, presented a budget amendment to <br />adjust a projected shortfall in lottery proceeds of approximately <br />$888,652.00. She reported interest earnings on issued General Obligation <br />bonds will be used to cover the shortfall in lottery proceeds. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the budget amendment on the <br />April 16, 2007 Agenda as a New Business item. <br />Budget Amendment - Certificates of Participation Series 2003 (Pitts <br />662 <br />Pam Dubois, Deputy County Manager, presented a budget amendment to <br />transfer excess funds (interest earnings and sales tax refunds) from the 2003 <br />Certificates of Participation (Series 2003) into the General Fund to cover <br />debt service. <br />UPON MOTION ofCommissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the budget amendment on the <br />April 16, 2007 Agenda as a Consent item. <br />Convention and Visitor's Bureau - Bud get Amendment $55,519.00 <br />Convention and Visitor's Bureau - Bud get Amendment $133,000.00 <br />Convention and Visitor's Hureau - Budg et Amendment $45,085.00 <br />Convention and Visitor's Bureau - Budget Amendment 310.000.00 <br />Mike Downs, Deputy County Manager, introduced Frank Lapsley, Vice Chair <br />of the Convention and Visitor's Bureau Board of Directors and General Manager <br />of the Cabarrus Arena ,and Events Center and DeSales Wagster, CVB Director. <br />
