April 2, 2007 (Work Session) <br />Page 323 <br />Ms. Wagster reported there are several budget amendments because the. <br />CVB did not have a director for many months and to implement goals and <br />strategies developed at a recent CVB board retreat. <br />Commissioner White questioned the whereabouts of the supporting <br />documentation and MOVED to place all four (4) budget amendment items for the <br />Convention and Visitor's Bureau on the April 16, 2007 Agenda as New Business <br />items. <br />Commissioner Privette seconded the motion and asked how much fund <br />balance does the CVB have. <br />Ms. Wagster reported the fund balance i~s $776,000.00 as of January 31 <br />and the CVB Board established a new policy of keeping $495,000.00 in fund <br />balance continually. <br />Mr. Lapsley stated there is more than enough funds in the fund balance <br />to cover these four budget amendments. <br />Commissioner White stated he would email Ms. Wagster a list of <br />questions to be answered. <br />Ms. Wagster also responded to additional questions from the Board. <br />(Note: No vote was taken. There was no objection.) <br />Request to Establish a Special Revenue Fund for Soil S Water Special Projects <br />S Adoption of Related Budget Amendment <br />At the request of John Day, County Manager, Pam Dubois, Deputy County <br />Manager, explained the purpose of a special revenue fund. <br />Dennis Testerman, Soil & Water Supervisor, reported the Soil & Water <br />Board was given a C-drill valued at $19, 000.00 from the State Conservation <br />Foundation. He said the drill will be rented to local farmers and the <br />revenues will be held in a special revenue fund for maintenance and or <br />replacement of the drill. He said $15,200.00 was also received from the NC <br />Ecosystem Enhancement Program for wetlands and a $1,000.00 grant was received <br />from the Concord Civic Garden Council to establish a native mini-prairie <br />wildflower meadow. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the request for the <br />establishment of a special revenue fund for Soil & Water Special Projects and <br />associated budget amendment on the April 16, 2007 Agenda as a Consent item. <br />of Recommendations from the Planning and <br />Rol.atad to Planninc and Zoning Board Cap <br />Susie Zakraisek, Planning and Zoning Manager, reported the Planning and <br />Zoning Commission was asked to make a recommendation on the following two <br />issues: (1) a refund policy for planning and zoning cases; and (2) the <br />noticing requirements for rezonings of 50 or more parcels. She presented the <br />following recommendations from the Planning and Zoning Commission: (1) <br />refunds should not be issued for planning and zoning cases that have been <br />noticed properly and that have been processed or are being processed by <br />staff; and (2) additional noticing for mass rezonings is not necessary. She <br />pointed out that during the Planning and Zoning Commission meeting, County <br />Attorney Richard M. Koch informed the Commission that applicants could make <br />refund requests even if a no refund policy was adopted. She further reported <br />any refund requests received would be heard and decided by the Planning and <br />Zoning Commission. She said in case the Board of County Commissioners does <br />not want to follow the recommendation of the Planning and Zoning Commission, <br />a text amendment has been prepared and a public hearing would need to be <br />advertised. <br />Ms. Zakraisek responded to several questions from the Board and a brief <br />discussion was held. <br />County Manager John Day suggested the Board place the item on the April <br />agenda as a New Business item for discussion and hold the public hearing in <br />May. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the recommendations from <br />the Planning and Zoning Commission related to noticing requirements and <br />
