April 2, 2007 (Work Session) Page 325 <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Consent Agreement for <br />Saddlebrook Subdivision on the April 16, 2007 Agenda as a New Business item. <br />Consent Agreement - Melbourne Subdivision - <br />For clarification, Kassie G. Watts, Planner, reported Gandy <br />Communities, requested the Consent Agreement for the Melbourne Subdivision be <br />removed from the agenda until further notice. <br />Name Recommendation for New Cabarrus County Park <br />Steve Little, Parks and Recreation Director, reported in August 2006, <br />the Cabarrus County Board of Commissioners approved a policy for naming <br />County parks and recreation facilities. He said eleven names were submitted <br />for consideration for the park on Pharr Mill Road and the Cabarrus County <br />Parks and Recreation Commission recommends the new County .park be named <br />"Pharr Mill Road Park". <br />UPON MOTION of Commission White, seconded by Commissioner Privette and <br />unanimously carried, the Board voted to place the name recommendation for the <br />new County park on the April 16, 2007 Agenda as a Consent item. <br />Utility Agreement Between the Citv of Concord Cabarrus County and the Water <br />and Sewer District of Cabarrus County, Related to the Settlement of Cross <br />claims Associated with Craft Development v. Concord and Cabarrus County and <br />v. <br />Chairman Carruth reported the County Manager had requested the utility <br />agreement between Concord, Cabarrus County and the Water and Sewer District <br />of Cabarrus County be placed on the April 16, 2007 Agenda as a New Business <br />item. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman. Juba <br />and unanimously carried, the Board voted to place Utility Agreement Between <br />the City of Concord, Cabarrus County and the Water and Sewer District of <br />Cabarrus County, Related to the Settlement of Cross Claims Associated with <br />Craft Development v. Concord and Cabarrus County and Morrision v. Concord and <br />Cabarrus County on the April 16, 2007 Agenda as a New Business item. <br />Recess of Meeting <br />Chairman Carruth called for a short recess at 5:11 p.m. The meeting <br />reconvened at 5:23 p.m. <br />Public Comments - TIF (Tax Increment Financing) <br />At 5:25 p.m., Chairman Carruth opened the meeting for public comments <br />on TIF. <br />Jeff Austin, of 1196 Fairway Drive in Kannapolis, General Manager <br />Kannapolis Country Club and Chairman of the Board for the Cabarrus Regional <br />Chamber of Commerce reported the Chamber unanimously supported TIF (Tax <br />Increment Financing) when North Carolina and Arizona were the only two states <br />that did not have TIF; Cabarrus County voters approved TIF; and in 2006 the <br />Chamber adopted a resolution supporting the North Carolina Research Campus <br />(NCRC) and TIF. Speaking on behalf of the Country Club, he commented on a <br />group that is interested in bringing its corporate headquarters to the NCRC <br />area. <br />Alan Cress of 1710 Gold Hill Road in Concord told a story about a <br />little boy and a little girl who grew up in Cabarrus County, went away to <br />college, met, married, returned to Cabarrus County to start careers and to <br />raise a family. He said he and his family loves Kannapolis and Cabarrus <br />County. He encouraged the Board to look at the TIF from a common sense <br />standpoint and use all resources to make sure the TIF happens. <br />Martha Macon of 1619 Eastwood Drive in Kannapolis reported over <br />$900,000.00 has already been paid to Cabarrus County for building permits for <br />the three buildings under construction. She said citizens are fortunate to <br />have this Research Campus forming out of the dust of the textile heritage. <br />She reported the NCRC has seven academic institutions participating in the <br />project. She listed each university and identified the research they will be <br />conducting. She commented on the benefits this project could have globally <br />and said the Board has a unique opportunity.
