Commissioner Mynatt seconded the MOTION. <br />Commissioner Privette commented unusualness of giving incentive grants <br />to radio stations, quoted Paul O'Neil, CEO of ALCOA, and stated his intent to <br />vote against the motion. <br />There was a brief debate on increasing commercial development .with <br />incentive grants and giving away tax dollars. <br />The MOTION carried with Chairman Carruth, Vice Chairman Juba and <br />Commissioners Mynatt and White voting for and Commissioner Privette voting <br />against. <br />(G-2) Request by Cabarrus County Schools for Additional Land for Sahool Bus <br />Garage <br />Sam Masters with Cabarrus County Schools introduced Todd Berg of Morris <br />Berg Architects. Using a graphic of the county-owned site, Mz.. Berg reviewed <br />the proposed layout for the school bus garage and identified several <br />constraints on the property (i.g., steep topography, property lines, power <br />line easements, an intermediate stream, a right-of-way for a future road, <br />etc.). The plan included parking for approximately 329 school buses, which <br />he said is less than what the school system has. He stated 25 acres are <br />needed and an additional 15 acres is requested. <br />Mr. Master and Mr. Berg responded to several questions from the Board. <br />Commissioner Mynatt commented on the value of the property, lack of <br />room to expand the .school bus garage in the future and the possibility of <br />finding a larger piece of land elsewhere. She .also stated the idea of <br />placing the jail housing unit on the property be given consideration. <br />John D. Day, County Manager, reported the property behind the School <br />Administration building was considered as a potential site for a school bus <br />garage and a jail site several years ago. <br />Wayne Williams, Cabarrus County School (CCS) Board Member, reported the <br />State prohibits the construction of school bus garages that are larger than <br />the one presented. Even if the garage was moved to a different location, he <br />said the garage could not be built any bigger and that a satellite facility <br />will have to be built in the future. <br />Mr. Masters stated the proposed site is centrally located and will help <br />minimize fuel and transportation costs. <br />Liz Poole, CCS Chair, pointed out CCS also maintains the school buses <br />for Kannapolis City Schools; if this site is not used. for the school bus <br />garage, the County will have to make an extra appropriation for land; <br />additional expenses for engineering and architect fees will beincurred; and <br />that the School Board has been working on this concept for approximately one <br />to two years. <br />UPON MOTION of Vice Chairman Juba and seconded by Commissioner White, <br />with Chairman Carruth, Vice Chairman Juba and Commissioner White voting for <br />and Commissioners Mynatt and Privette voting against, the Board approved the <br />request by the Cabarrus County Schools for an additional 15 acres of land <br />between Coleman Boulevard and Union Cemetery Road for use as a school bus <br />garage. <br />Sam Masters, Director of Construction Projects for Cabarrus County <br />Schools, presented a request for an additional .$125, 000.00 for engineering <br />fees to continue to fast track .the new Northwest area high school through <br />June 30, 2007. <br />Mr. Mastersresponded to questions from the Board. <br />UPON MOTION by Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE <br />
