April 16, 2007 (Regular Meeting) <br />Page 339 <br />There was a brief discussion on the only difference between Chapter <br />40-A and Chapter 136 is that the County is not required to send the 30-day <br />letter under Chapter 136. <br />Commissioner Pri vette's MOTION died for lack of a second. No further <br />action was taken on this item. <br />(G-19) NC House Bill 1205, Kannapolis Annexation <br />Chairman Carruth read an e-mail sent to the County's legislative <br />delegation on April 5, 2007 concerning the proposed annexation legislation. <br />Commissioner Mynatt requested additional background information on <br />Keith Wayne's rezoning request that was heard by the former Board of <br />Commissioners. <br />Susie Zakraisek, Planning & Zoning Manager, reported on the rezoning <br />application filed by Keith Wayne and denied by the Board last year. She <br />responded to several questions from the Board on the particulars of the <br />rezoning case, what would happen to the County's regulations if the property <br />were annexed by Kannapolis, etc. <br />There was a lengthy discussion on the legislation, growth, development <br />standards in Kannapolis, etc. <br />Commissioner Privette made a MOTION to ask the County's legislative <br />delegation to oppose House Bill 1205. Vice Chairman Juba seconded the <br />MOTION. <br />Commissioner White expressed concern that the Commission is over <br />stepping its boundaries. <br />Chairman Carruth commented on the need for collaboration and to find <br />a workable solution that will provide some long-term protection for the Odell <br />community. <br />The MOTION carried with Vice Chairman Juba and Commissioners Mynatt and <br />Privette voting for and Chairman Carruth and Commissioner White voting <br />against. <br />Recess of Meeting <br />The Board took a short break at 8:59 p.m. The meeting reconvened at <br />9:11 p.m. <br />(G-1) Industrial Development Incentive Grant - MRN Radio - Public Hearing <br />- 6:30 p.m. <br />_ Ryan McDaniels, Director, Economic Development Corporation, reported <br />MRN Radio, awholly owned subsidiary of International Speedway Corporation, <br />is considering relocating its operations from Daytona, Florida to an existing <br />building on Akins Drive in Concord. He reported the company plans to invest <br />$1.8 million in new equipment/upfit and bring 35 additional jobs to the <br />County with a total growth of SO to 60 employees by 2010. He reported the <br />company will pay $11,000.00 in new taxes; receive a rebate of $9,600.00 with <br />the County netting $1,700.00 annually. He said the proposed incentive grant <br />will end in the fourth year with the County receiving $11,000.00 in <br />additional tax revenue annually. He further reported the request was <br />unanimously approved by the EDC Board of Directors. <br />Mr. McDaniels responded to a variety of questions from the Board. <br />At 9:16 p.m., Chairman Carruth opened the public hearing on the <br />Industrial Development Incentive Grant for MRN Radio. The Public Hearing <br />Notice was published on April 9 and 11, 2007 in THE INDEPENDENT TRIBONE and <br />on April 5 and 12, 2007 in THE CHARLOTTE OBSERVER (Cabarrus Neighbors). <br />Larry Marlow, resident of 664 Odell School Road, asked if this is the <br />same property used by Darrell Waltrip and commented on Concord's denial of a <br />request by a local church to use the property. <br />There was no one else present to address the Board; therefore, Chairman <br />Carruth closed the public hearing. <br />Vice Chairman Juba MOVED to approve the Industrial Development <br />Incentive Grant for MRN (Motor Racing Network) Radio and to grant <br />
