April 16, 2007 (Regular Meeting) <br />PROCLAMATION <br />Page 332 <br />Proclamation No. 2007-03 <br />WHEREAS, emergency medical services is a vital public service; and <br />WHEREAS, the members of emergency medical services teams are ready to <br />provide lifesaving care to those in need 29 hours a day, seven days a week; <br />and <br />WHEREAS, emergency medical services teams consist of emergency <br />physicians, emergency nurses, emergency medical technicians, paramedics, <br />firefighters, educators, administrators, and others; and approximately twd- <br />thirds of all emergency medical services providers are volunteers; and <br />WHEREAS, the members of emergency medical services teams, whether <br />career or volunteer, engage in thousands of hours of specialized training and <br />continuing education enhance their lifesaving skills; and <br />WHEREAS, Americans benefit daily from the knowledge and skills of these <br />highly trained individuals; and <br />WHEREAS, it is appropriate to recognize the value and the <br />accomplishments of emergency medical services providers by designating <br />Emergency Medical. Services Week; and <br />NOW, THEREFORE, BE IT RESOLVED that we, the Cabarrus County Board of <br />Commissioners, in recognition of this event do hereby proclaim the week of <br />May 20 - 26, 2007 as <br />CAEIARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />This 16th day April, 2007 <br />/s/ Robert W. Carruth, Chairman <br />Board of Commissioners <br />ATTEST: <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerk <br />(D) INFORMAL PUBLIC COMMENTS <br />Commissioner Carruth opened the meeting for Informal Public Comments at <br />6:42 p.m. He stated each speaker would be limited to three minutes. <br />Collin Nolan, resident of Davidson Road, read a letter from Betty Lipe, <br />who was unable to attend tonight's meeting due to health reasons. In her <br />letter, Ms. Lipe begged the Board to ask the Legislators to pull House Bi11 <br />1002 (Cabarrus Quick Take) and House Bill 1205 (Cabarrus Local Provisions) <br />from their agenda, <br />Leo Berube, resident of 11431 Terrill Ridge, Davidson, commented on the <br />negative aspects of House Bill 1002 (Cabarrus Quick Take) and House Bill 1205 <br />(Kannapolis Annexation). In summation, he asked the Board to vote against <br />both bills. <br />Fred Wally, resident of Mooresville Road in Davidson, commented on <br />House Bill 1205 (Kannapolis Annexation). He asked the Board to pass a <br />resolution asking Representative Barnhardt, Representative Johnson and <br />Senator Hartsell to stop any further action on the bill and to remove it from <br />their agenda. <br />Speaking on behalf of the Cabarrus County Farm Bureau Board of <br />Directors and Cabarrus Cattleman's Association, Tommy Porter, resident of Mt. <br />Pleasant Road South in Concord, asked the Board to vote against House Bill <br />1002 (Cabarrus Quick Take). Further, he asked the Board to have the <br />Legislators remove the bill from their agenda. <br />Jerry Williamson, resident of March Avenue NW in Concord, thanked the <br />County Manager for presenting the positive and negative points on recent news <br />topics; questioned the status of a settlement with the law firm of Hartsell & <br />Williams, P.A.; and expressed concern over the County Attorney's hourly rate. <br />Ben Staton, resident of Sudbury Road, spoke in support o£ House Bill <br />1205 (Cabarrus Local Provisions) and the Wayne Brothers development project. <br />He asked the Board to support a property owner who wishes to dispose of his <br />
