He <br />said the development will bring more jobs to the County as well as places to <br />shop. In closing, he asked the Board to allow Keith Wayne, a commercial <br />developer, to develop the land and add value to commercial property. <br />Jimmy Champion, resident of Davidson, asked the Board to not get <br />involved with House Bill 1205 and to let the Legislators hash it out. He <br />also commented on the hard feelings in the community and the lack of <br />infrastructure in the Odell community. He said the number of citizens in <br />attendance do not represent the majority of Odell residents. <br />Bill Smith, resident of 509 Dodge Street, Kannapolis and past President <br />of the Building Industry Association, provided information on infrastructure <br />financing alternatives to each Commissioner: He said the county can become a <br />viable, strong community, standing on its own or a "bedroom community" for <br />Charlotte. He said creative and diverse financing alternatives are needed <br />for industrial, commercial and residential development. <br />Norman Anderson, resident of the River Ridge Subd-~vision, spoke in <br />opposition to the proposed Wayne Brothers annexation legislation. He said <br />there is too much special interest by the Legislators for Keith Wayne and <br />asked the Board to pass a resolution opposing annexation legislation. <br />JoAnn. Abernathy, resident of 11911 Terrill Ridge Drive, Davidson, <br />stated she and her husband have been adamantly opposed to the Wayne Brothers <br />rezoning because it is illegal and immoral. With regard to House Bill 1205, <br />she asked the Board to vote "no" and urged the State Legislators to do the <br />same. <br />Richard Simone, resident of Olde Cedar Court in Davidson, commented on <br />the following issues: Mr. Wallace's right to sell his property, the number <br />of citizens opposed to the Wayne Brothers annexation, the housing density in <br />the Kellswater Bridge Subdivision, etc. Lastly, he encouraged the Board to <br />vote against the proposed legislation. - <br />Eric Wayne, resident of 9151 Archer Road, Davidson, and one of the <br />former owners of Wayne Brothers, commented on the need for business owners to <br />be responsible for any impact on the community and to keep the 75 acres in <br />Odell as farmland. He pointed out there is only a small amount of farmland <br />left in Cabarrus County and encouraged the Board to vote against the proposed <br />annexation legislation. <br />Jane Wallace Champion, resident of Davidson, identified property taxes <br />and her father's age as the reasons for selling the family land. To dispel <br />exaggerations and misinformation within the community, she reported there <br />would not be a huge concrete plant built on the property. She said she does <br />not want to live next to a concrete plant and neither do her sisters or her <br />neighbors. Finally, she .encouraged the Odell community to look beyond the <br />fear, the exaggerations and the anger. <br />Becky Wallace Staton, resident of 10899 Sudbury Road, Davidson, <br />reported the Wallace family land was an original land grant from the King of <br />England. She commented on the need for her father to sell his commercially <br />zoned land and is not able to. She said commented on growth in the county <br />and said her family is being unfairly targeted. Finally, she said this issue <br />has divided the community and wants to put the issue to rest. <br />Larry Witmer, resident of 11281 Olde Cedar Court, Davidson, spoke in <br />opposition to House Bill 1205 and asked who will control the future of <br />northwest Cabarrus County. He commented on the lack of standards in <br />Kannapolis and the likelihood of more special bills being introduced if HB <br />1205 is passed. He asked the Board to oppose this bill. <br />Marlyn Burns, resident of Hunters Trace Drive, Concord, stated the <br />Odell community does not have any animosity towards the Wallace family or Mr. <br />Wayne. She said the annexation of the 75 acres will result in spot zoning - <br />zoning that is out-of-character with the existing zoning. Once this area is <br />annexed, she said the County will have no control over the development of the <br />75 acres and the community is already experiencing school capacity crises. <br />She said the Wallace's are free to sell their land and Mr. Wayne is free to <br />develop the land under the same rules that everyone else in this area has to <br />use. <br />There was no one else to address the Board; therefore, Chairman Carruth <br />closed that portion of the meeting. <br />
