May 7, 2007 (Work Session) Page 354 <br />with Concord for the Moss Drive community on the May 21, 2007 Agenda as a <br />Consent item. <br />- Purchase of Fire <br />Volunteer Fire Departments with the County Fire Reporting Database & Adoption <br />Bobby Smith, Emergency Management Director, presented a request to <br />transfer $130,000.00 from the Fire Department Staffing Grant line item to <br />Emergency Management's Technology line item to purchase web-based fire <br />reporting software and a centralized database. He reported statutes require <br />counties and fire departments to maintain fire reports and to file these <br />reports with the State. He said currently all the volunteer fire <br />departments' (VFD) data is maintained on individual systems. County staff <br />has to download the data at each VFD site and then upload the data on the <br />County's system in order to send the reports to the State. He said the <br />reporting system will link the Fire Departments' data with the county <br />database, allowing for an accurate database that will not need to be <br />downloaded and uploaded from the individual sites. <br />Mr. Smith responded to questions from the Board. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the purchase of a Fire <br />Incident Reporting System to link Volunteer Fire Departments with the County <br />Fire Reporting Database and related budget amendment on the May 21, 2007 <br />Agenda as a Consent item. <br />School <br />Mike Downs, Deputy County Manager, reported bids were received for <br />construction of a multipurpose building at the Cox Mill School Park that <br />included certain additional amenities requested by the Odell Athletic <br />Association. He said the bids came in over budget and were rejected by the <br />Cabarrus County Parks and Recreation Department after the Association <br />declined to financially participate in the project. He said the building was <br />redesigned and CM Black Construction Company is the low bidder at <br />$177,487.00. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the approval of a contract <br />with CM Black Construction Company, Inc. for the construction of a <br />multipurpose building at Cox Mill School Park on the May 21, 2007 agenda as a <br />Consent item. <br />to Ike's Construction Company - <br />~. Division <br />Mike Downs, Deputy County Manager, reported four bids were received for <br />the construction of an equipment shelter at Frank Liske Park for the Grounds- <br />Maintenance Division. He said Ike's Construction Company submitted the <br />lowest responsible bid of $171,003.00 for the project. <br />Mr. Downs responded to several questions from the Board. <br />UPON MOTION by Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board voted to place the contract with Ike's <br />Construction Company for construction of an equipment shelter for the <br />Grounds-Maintenance Division on the May 21, 2007 agenda as a Consent item. <br />Additional Items £or the Agenda <br />John Day, County Manager, distributed a list of additional items for <br />the agenda. <br />UPON MOTION by Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the following list of additional <br />items for the May 21, 2007 Agenda: <br />Recognition & Presentations: <br />• Recognition of Ross (Kenny) M. Morrison for 12 Years of Service on the <br />Cabarrus County Watershed Improvement Commission <br />• Presentation of the Annual Report of the Cabarrus County Nursing Home & <br />Adult Care Home Community Advisory Committee <br />
