Research Campus and/or TIF (Tax Increment Financing) <br />Chairman Carruth opened themeeting for public comments at 5:37 p.m. <br />Grant Rader, resident of 120 West "B" Street, Kannapolis, spoke for <br />approximately five minutes in support of Mr. David Murdock and the N.C. <br />Research Campus. Highlights of his presentation included the following: <br />Murdock has not asked the State for incentives; Cabarrus County and <br />Kannapolis have only been asked to provide funding towards the infrastructure <br />for the project; and according to third party analysts, tax revenues <br />generated by the project will more than pay for the debt service. <br />There was no one else to address the Board. <br />Presentation of the North Carolina Reaearah Camoua TIE Finanaial Plan and <br />Projeat Liat <br />Chairman Carruth recognized Kannapolis City Manager, Mike Legg. Mr. <br />Legg presented a PowerPoint presentation entitled, "North Carolina Research <br />Campus, TIF Financial Plan, TIF Project List. Topics covered in the <br />presentation included the following: why the County should participate in <br />the project; financial considerations; infrastructure summary; Castle & Cooke <br />building investment to date; project types; utility improvements; traffic and <br />
